Title Communication Strategy Development
Location Port-au-Prince, Haiti
Duration of Consultancy 30 days in December 2014 and January 2015
Aim of the Consultancy The overall objective of this strategy is to help CCO to become better known for its beneficiaries, stakeholders and development partners as throughout its operations and activities in its performance and ability to facilitate coordination and increase coherence of INGOs activities in Haiti.
Consultant Management CCO Representative
A. Background of CCO
The Comité de Coordination des ONGs in Haiti (CCO) is a platform created in February 2010 to support the coordination of International non-governmental organizations (NGOs) working in emergency and development activities in Haiti. This consortium of 48 registered, operating in Haiti in the sectors of humanitarian cooperation and development. Created after the earthquake, it aims to defend the application of humanitarian principles at any time, facilitate the development of strategies and methodologies in order to take into account the humanitarian and development needs and increase the resilience capacity of the most vulnerable populations of Haiti.
The following objectives have been defined by the CCO membership:
1. Networking and outreach with stakeholders, especially with the Government of Haiti, related to the following needs:
2. Common positioning and advocacy
3. Representation, access and lobbying on common INGO interests
4. Information-sharing: Need for a forum to provide continuity for new INGOs country directors coming in the country
The 12 NGOs composing the CCO Haiti Steering Committee include Action Contre La Faim, ACTED, Agro Action Allemande, CARE, Concern Worldwide, Goal Haiti, Mercy Corps, Oxfam International, Plan International, Save The Children, Solidarites International and World Vision International.
Fonctions
B. Tasks of the Consultant
The main tasks of the Consultant are as follows:
1. Consult and give an overview of the communication strategies of members of the CCO by identifying the points of convergence and critical aspects to take into account in the celebration of the 5th anniversary of the earthquake;
2. Consult and provide insight into CCO communication strategies
3. Analyze the literature selectively and consultations with key stakeholders of CCO and identify efforts and related communication tools developed by these members
4. Develop a communication strategy for CCO, ensuring:
• identify target audiences;
• identify the key messages for each target audience;
• identify specific needs in terms of communication: active or passive need
• identify the methods and means of communication available and those that should be made by the project
• Connecting audiences to each of the means of communication;
5. Development of communication protocols & visibility & media for the CCO
6. Develop action sheets for communication and mobilization of partners around key thematic that CCO has been engaged on
7. Submit a priority communications action plan to be implemented by the CCO for 2014-2015
8. Develop a media and identify products and channels of adequate transmission level (press and press conference, editorial, articles in journals, interviews, TV or radio spot, etc ...)
9. Define a support plan for the development of content for all communication activities planned.
10. Define the website for the CCO ensuring:
• formalize the service needs of the site so as to lead to the drafting of a set of synthetic loads for the site and each of these services, including a definition of technical specifications
• propose appropriate technological solutions
• support if necessary (optional task) the deployment phase of the site
11. Assist the CCO Secretariat to develop specifications and support the process of accountability (s) office (s) of communication for the implementation of the communication plan.
12. Provide technical support for the control of product quality and communication actions.
C. Expected Outputs
Deliverables should clearly contribute to the objectives of the aforementioned communication and comprise:
1. A communication strategy that provides a set of key messages to promote to audiences; defines the means of implementation (media and communication tools), direct and indirect target groups (especially intermediate target groups, such as journalists and policy makers) and the GoH; the monitoring and evaluation of the strategy, the nature and terms & creative partnerships; a financing plan and a strategy for sustainability and institutionalization of actions
2. A communication plan, including the main communication activities planned
3. An educational kit and a toolkit to conduct communication activities;
4. The specifications of the main activities to be outsourced to service providers and specialized agencies.
5. A plan to mobilize CCO members in the implementation of the strategy along with the CCO Secretariat
D. Duration, Scheduling & Deadlines
The technical duration of the contract is 30 days with a maximum of 30 billable days during this period.
E. Preferred start date: December 9th 2014 (negotiable) with an ending date of January 16th 2015.
Qualifications Requises
F. Profile of Consultant
Successful consultants will be able to demonstrate the following skills and experience:
• Excellent knowledge of food security issues in Haiti
• A minimum of 2 years experience in assessing/evaluating assistance delivery by NGO
• University degree in subjects related to research, international affairs, advocacy, NGO management
• Excellent mastery of research and reporting methodologies essential
• Proven analytical and problem-solving abilities
• Ability to work independently and to meet deadlines
• Written and spoken fluency French ; knowledge of Creole (strongly desired)

• Support in providing names and contact information for key stakeholders
• Facilitate access to key stake holders and support in scheduling meetings
• Provide copies of relevant documentation
Conditions de travail
L. Additional Information and Conditions of Contract
The consultant will be responsible for the following:
• Accommodation and food expenses
• Tax obligations as required by the country in which he/she will file income tax
• Any pre and post assignment medical costs
• Medical and travel insurance arrangements and costs will be covered by the consultant.

The CCO invites bids from individuals with the experience and skills described above. Interested candidates should send:
• Curriculum Vitae and cover letter introducing the candidate and how the skills and competencies described above are met, with concrete examples
• A maximum two-page outline of the proposed approach, including:
o Proposed outline of communication strategy
• A brief budget covering all major costs and clearly identifying daily rates charged on any consultancies
• A clear indication of availability / dates
