Introduction
Concern Worldwide is an Irish-based non-governmental, international, humanitarian organisation dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries.

Fonctions
Job Purpose:To maintain strong logistics systems to support Concern projects in Haiti, safeguarding Concern’s supplies and ensuring their effective use in adherence with Concern policy. The Logistics Manager is responsible for the overall management of Concern Haiti’s Logistics functions, which comprise procurement, warehouse, asset management and transport. The Logistics Manager also contributes to security management.
Main Duties & Responsibilities:
• Overall responsibility for the management of the logistics functions and for establishing and maintaining appropriate controls for the Concern Haiti operations.
• Recruit, train, monitor, coach and develop national staff working in logistics, including logistics staff in field offices.
• In collaboration with the ACD-S, monitor all overseas procurement, and tender processes.
• Manage the procurement tracking system that is user friendly for all procurement and programme staff.
• Ensure accurate files and records are maintained to support field management, Dublin head office and for external agencies/donors requirements.
• In coordination with finance, set up system for the control of supplier payments to ensure duplications are not made.
• Ensure the pre-approved supplier list is completed, updated and maintained.
• Work with the Area Coordinators and warehouse assistant to ensure a system is in place for the movement of supplies between Port-au-Prince and the field sites and onward to the project sites with appropriate documentation.
• Carry out visits to the field sites to monitor systems and ensure that systems are standardised across Concern Haiti, providing trip reports and action points for follow up
• Liaise with other NGOs, UN agency, local authorities.
• Direct the identification of potential vendors/service providers and the establishment of an accountable and transparent system of business dealings in accordance with Concern procurement policies.
• Plan and organize with program managers all material and service procurement processes by identifying priorities and setting targets and deadlines according to program needs.
• Provide technical assistance to the Area Coordinators and field logistics staff as required
Warehouse/Storage
• Supervise the warehouse managers of the Port-au-Prince warehouses to ensure that efficient warehousing systems and procedures are maintained.
• Conduct regular spot checks and ensure that the stock report are sent to the ACDS on a monthly basis from all 3 sites.
• Conduct periodic stock valuation exercises and report to the ACDS.
• To carry out trainings as required to both Concern staff and partners.
Transport
• Ensure the fleet is maintained in excellent working order
• Maintain the repairs and maintenance system to ensure efficient servicing and maintenance of all vehicles according to Concern transport guidelines whilst at the same time being aware of programme needs and capacity to deliver on commitments.
• Oversee the planning and delivery of all programme transport needs.
• Request and preposition spare parts stock at an appropriate levels according to needs and availability
• Ensure that the vehicle spare parts stocks are managed and controlled in accordance with Concern policy
• Ensure that the fleet fuel logs and records are updated on a weekly basis according to existing Concern guidelines
• Ensure that an organized filing system is in place, which should include records of work done and vehicle performance records according to Concern guidelines
• Monitor vehicle hire contracts and invoices
• Ensure the Concern fleet is numbered and marked in accordance with the Concern transport
Management Responsibilities
• Liaise with the Finance department to ensure compliance with procedures.
• Liaise with the HR Manager and ensure the PDRs for all Logistics and transport staff are completed in a timely manner, including those who are not direct reports.
• In cooperation with HR manager, ensure that personnel files are up to date (contracts – salary grids – annual leave)
• Responsible for ensuring that all logistics and transport reports are submitted to the ACDS.
Additional duties
• Technical supervision of field office logistics staff.
• Carry out other duties as assigned by the CD or Assistant Country Director - Systems.
Qualifications Requises
• Bachelors level qualification in relevant field, or equivalent in supply chain management.
• At least 5 years’ experience in supply chain management including at least two in a management role.
• Experience in team building and supervision of staff.
• Experience in dealing with local authorities, national and international NGO’s /UN bodies

DESIRABLE
Education, Qualifications & Experience Required:
• Previous logistics/warehouse management experience with Concern.
• Experience of conducting training workshops and capacity building.
• A valid driving license is advantageous but not essential for this position.
Special Skills, Aptitude or Personality Requirements:
• Fluent English is an advantage.
