The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. The American Red Cross continues to deepen and expand its international programming while also working to strengthen the global Red Cross Red Crescent Network, in order to deliver critical assistance to some of the most vulnerable communities in the world.

The American Red Cross (ARC) Haiti Assistance Program (HAP) was established to direct the organization’s response to the 2010 Earthquake in Haiti. HAP activities focus on integrated community recovery and preparedness interventions in Haiti working within the Red Cross/Red Crescent network, particularly with the Haitian Red Cross (HRC) and also through external partners. The ARC is supporting its partner the HRC since 2004; and after the January 2010 Haiti earthquake, ARC increased and diversified its efforts to help the most vulnerable Haitians to better face disasters, shocks and stresses. In complementary to direct (emergency and recovery programs) and indirect (through partners within and outside Red Cross movement) interventions related to the earthquake response in the most affected areas; ARC and HRC developed the North Community-Based Integrated Program (known in creole as “Gran No Pi Djanm” - GNPD - “More resilient Greater North”). The main objective of the program is to contribute to increasing the level of resilience in Haiti for stronger communities through reduced exposure to external shocks.

SUMMARY
The ARC HAP is seeking for a Senior National Program Manager to lead and oversee the HAP GNPD Program. The Sr. National Program Manager will have a variety of leadership and technical responsibilities related primarily to the GNPD with the aim of increasing community resilience, building stronger communities and reducing exposure to external shocks in mostly rural targeted communities through an integrated programming approach that enhances the mutual impact of multi-sectorial work in Disaster Risk Reduction, Health, Watsan and Livelihoods. S/he will be expected to work in close collaboration with HAP Senior Sector Delegates and Nationals, the Project Managers and strongly contribute to achieving strategic and programmatic objectives related to ARC’s programmatic areas. S/he will work in close collaboration with HRC GNPD Program Director and field staff; and will guarantee the well-functioning of the partnership. The position will report to the Deputy Country Representative – Programs and at field level work in close coordination with Head of North Sub-Delegation. The position will be based in Cap-Haitien or, if necessary, in another city in the North, Northeast or Northwest Departments of Haiti


Fonctions

Specific Duties and Responsibilities

The Sr. National Program Manager will provide leadership and overall oversight of the GNPD Program implemented in the Northern Departments (North, Northeast and Northwest) of Haiti. The Sr. National Program Manager’s responsibilities include but are not limited to:
• Ensure the effective implementation of GNPD Program according to approved plans and budgets, regulations and policies, including activities implemented by Red Cross and non-Red Cross partners.
• Ensure effective support to and engagement with the HRC to promote and facilitate effective and efficient program implementation and sustainability.
• Supervise and manage ARC staff working under GNPD both national and international, and support day to day running of GNPD activities.
• Provide financial oversight of the overall program, and oversee the preparation of accurate and timely reports.
• Create enabling environment for coordination and harmonization of actions amongst the ARC and HRC field staff (i.e. DRR, Health, Watsan and Livelihood) working under GNPD.
• Encourage integrated approach, planning and implementation to achieve the main program objectives.
• Develop, or adapt and apply locally appropriate methodologies, tools and materials for ensuring appropriate integration of capacity building and behavior change activities for DRR, Health, Watsan Environment and Livelihoods.
• Support the HRC and external partners to implement their respective components of the program through a collaborative process.
• Provide high quality technical input in strengthening organizational and institutional capacity of HRC Committees in GNPD target areas to ensure the sustainability of program core elements such as community based DRR and Health.
• Anticipate challenges that may threaten the success of the program and find appropriate solutions in consultation and close collaboration with the HRC.
• Support the establishment and strengthen HRC committee level disaster preparedness and response system, tools and procedures in line with national system and procedures.
• Contribute to strengthening functional working relationships between HRC and key government institutions and stakeholders in program target areas; promote realistic, achievable expectations and ensure follow-through.
• Ensure proper monitoring and evaluation in coordination with ARC AMEL Department is in place for the GNPD Program; utilize information generated throughout the program lifecycle to address problems and improve service delivery.
• Develop as much synergies as possible with ongoing initiatives in the program area and create an enabling environment for innovative mechanisms and approaches.
• Promote best practices, knowledge management and institutional learning around integrated community-based approaches, tools and methodologies.

Additional duties:

• Close coordination and information sharing with other Red Cross Members and the International Federation of the Red Cross and Red Crescent;


Additional Duties Applicable to All Staff
• Work towards the achievement of overall goals of ARC Haiti Delegation through effective managerial and lateral relations and teamwork;
• Ensure understanding of roles, responsibilities, lateral relationships and accountabilities;
• Perform other work related duties and responsibilities as may be assigned by the supervisor;
• Understand and practice the Principles of the Red Cross & Red Crescent Movement.
• Establish effective working relationships with national staff and delegates.


Qualifications Requises



Requested Qualifications:

• Master’s degree or relevant experience in international development studies, administration or field related to the technical sectors addressed by the project (DRR, Watsan, Livelihoods and Health).

• Minimum of ten years successful experience in community development/recovery programs in developing countries with a strong focus on community-based sectorial or integrated programs.

• Minimum seven years management experience with demonstrated successful management of either integrated or several projects simultaneously.

• Demonstrated experience of working with partner organizations and strong experience in working closely with and mentoring counterparts.

• Strong experience in successful international project design, management and M&E.

• Significant Red Cross and multi-agency partnership experience.

• Excellent leadership, organizational and interpersonal skills.

• Strong experience in financial analysis and in managing budgets.

• Solid skills on HR management with demonstrated experience of working to build strong integrated team and team spirit.

• Ability to prioritize, to meet tight deadlines, and to achieve results through collaboration.

• Must be flexible and adaptable to change.

• Must be computer proficient, especially in MS Office.

• Fluency in Creole, English and French.


Conditions de travail

N.B-This is a full time position for a minimum of 366 days with the possibility of extension and may require up to 35% travel.
