Haitian Red Cross in collaboration with American Red Cross is looking for
(1) Canaan Social Mobilization Program Manager (National Position)
Reporting to : Deputy Country Representative – Programs
Purpose: The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. The American Red Cross continues to deepen and expand its international programming while also working to strengthen the global Red Cross Red Crescent Network, in order to deliver critical assistance to some of the most vulnerable communities in the world.
The ARC Haiti Assistance Program (HAP) was established to direct the organization’s response to the 2010 Earthquake. HAP activities focus on integrated community recovery and preparedness interventions working within the Red Cross/Red Crescent network, particularly with the Haitian Red Cross (HRC) and through external partners.
Canaan is a new and rapidly expanding city north of Port-au-Prince with an estimated population of 150,000 inhabitants. This new urban center is comprised of several distinct neighborhoods, which include Jerusalem, Canaan, Onavil and St. Christophe. Prior to the 2010 earthquake, this area was predominantly uninhabited and underutilized land. Canaan developed after the 2010 earthquake in response to the establishment relocation settlements as well as a Haitian government declaration of eminent domain of the surrounding area.
The Canaan Social Mobilization program represents the first significant investment in social mobilization in the area of Canaan. The Program, which is aligned with GOH’s strategic development vision, proposes to support community cohesion by building the capacity of communities to establish representative community platforms which will actively contribute and engage in the durable and safe development of the Canaan Neighborhood. The Platforms will focus on common concerns of residents as they relate to Disaster Risk Reduction (DRR), Health, Livelihoods, safe housing, public services and spacial development of the community neighborhood.
With the Social Mobilization of the Canaan Community, a solid foundation for all future development work in the area will have been put in place and will have significantly contributed to enhancing the resiliency of the community to future shocks or hazards.
The overall goal of the program is to enhance community and household resiliency through a sustainable and integrated approach that directly addresses the reduction of environmental and health risks for men and women, girls and boys living in the Canaan. The program will be implemented in close collaboration of the Haitian Red Cross and in synergy with all key stakeholders working in Canaan.
The key project objectives are:
Increasing community cohesion, representation and capacity to establish a dialogue with national and local governments, as well as international organizations;
Improving community preparedness against natural disasters through increased understanding of natural hazards and risks;
Increasing community understanding of local environmental concerns and engagement for improving the environmental status.
Mobilizing Red Cross volunteers to engage communities on changing behaviors which affect the health of community members.
These objectives will be accomplished by coordinating with the Haitian government and other implementing actors to define a common social mobilization approach and to establish community platforms that are representative of the communities. The program will be directly implemented by ARC in close coordination with the Haitian Red Cross (HRC).
Fonctions
Summary: The American Red Cross (ARC) International Services Department seeks an experienced Program Manager who will be responsible for program implementation and management of the social mobilization project. This project is one component of a larger Canaan Integrated Program which is being developed under the leadership of the Government of Haiti in collaboration with multiple donors, private sector and NGOs, including the American red Cross, USAID, UNHabitat, Habitat for Humanity, CordAid, Viva Rio and other partners who have an interest and stake in the Canaan urban development program.
The primary responsibility of this position is to manage the social mobilization component with special emphasis on setting up of community representative entities or community platforms in order to facilitate the community development in the neighborhoods and identify community representatives who can then support the social mobilization for health, disaster risk reduction and environmental improvement of Canaan communities. The program manager will be responsible for closely coordinating with the relevant stakeholders and will lead the process from program implementation planning to implementation and completion. S/he will ensure the program implementation, activity monitoring, quality, cost effectiveness and timely completion.
The Program Manager will work in close collaboration with:
The USAID and ARC funded Canaan urban development and livelihood program,
The Community Health Volunteer Program funded by the American Red Cross,
Other partners working in the Canaan zone.
S/he will coordinate with Government authorities, municipal authorities, international and local NGOs, Haitian Red Cross and its local committees, CBOs and other community based organizations such as churches, schools and businesses. S/he will contribute to the achievement of ARC and HAP’s strategic and programmatic objectives. The position will report to the Deputy Country Representative - Programs and will be based in Canaan urban development zone in Port-au-Prince, Haiti.
Responsabilities
The Program Manager will provide leadership and overall oversight of the LAMIKA Program implemented in Port-au-Prince. The Program Manager’s responsibilities include but are not limited to:
Develop the Canaan social mobilization program portfolio:
Develop disaster risk reduction and environmental improvement specific strategies in alignment with GoH,
HRC, ARC and movement strategies, principles, goals and objectives
Collaborate closely with relevant HRC and ARC Technical Advisors designated to support the integrated approach of Canaan, such as community mobilization, disaster risk reduction, health, livelihoods, environment and water and sanitation
Develop the implementation and operations plans for the program
Coordinate receipt and review of assessments and integrate findings into program design
Hire staff and set up program implementation team
Coordinate, develop and manage relationships with key stakeholders:
Coordinate the social mobilization work with Government Agency leading Canaan program and other stakeholders through regular meetings
Coordinate and manage relationships with the government and local authorities, UN, partner organizations, contractors implementing projects, community based organizations and community
Lead the coordination roles where appropriate in support of program implementation
Represent ARC as necessary in external meetings and forums
Ensure the day to day management of the Canaan social mobilization including the following:
Manage ARC staff and supervise HRC staff and volunteers as necessary
Collaborate with the relevant HRC and ARC Technical Advisors to ensure implementation according to design and within technical specifications and review and revise as required
Manage budgets and financial monitoring
Draft and execute contracts
Identify and establish procurement procedures for goods and materials as appropriate
Monitor, track and follow the program activities:
Ensure programmatic, timeline and financial compliance of the program; including project start-up, agreements, budget oversight, compliance with monitoring and evaluation and reporting standards.
Perform site visits to ensure quality program implementation of programs
Maintain strong communications with ARC technical advisors and ensure support to the program Support the monitoring, periodic and final evaluations of the LAMIKA program in coordination with relevant departments in Haiti and NHQ. This includes working to ensure adequate development of indicators.
Ensure lessons learned are documented and shared and are incorporated into the program.
Prepare and submit monthly and quarterly reports
Promote good practices and learning:
Stays abreast of trends within the humanitarian community, documents sector-specific best practices and lessons learned related to the program
Promotes good practices, knowledge management and institutional learning around social mobilization, disaster risk reduction and environment approaches and incorporates lessons learned, best practices and technical innovation in plans and project designs.
Any other relevant activities as necessary to support the implementation of Canaan social mobilization program
Qualifications Requises
Qualifications and Experience
Master's in Project Management or other relevant humanitarian discipline with 8 years of professional project management experience
Demonstrated experience managing similar international development programs and preferably in Haiti
Demonstrated experience and knowledge of disaster risk reduction and community development with minimum of 5 years’ experience in managing community mobilization programs. Experience in implementing urban DRR, CBDRR, community resilience programs would be advantage
Successful experience in implementing programs and interacting with government partners, municipalities, United Nations agencies, international and national NGOs, community organizations and stakeholders
Experience in integrated program implementation and management in development setting
Experience in program strategic planning and monitoring and evaluation
Flexibility, patience, dedication, creativity, humility and ability to work in a team environment
Strong track record of ability to set up a team, lead them and build skills
Sound report writing, interpersonal, facilitation, and communication skills
Ability to work to meet deadlines in multiple tasking environments and ability to work effectively under pressure and to organize and prioritize competing activities
Fluency in French and English required. A working command of Creole would be an added advantage
