BACKGROUND:
CRS/Haiti Country Program began in 1954 with emergency operations responding to Hurricane Hazel. Since that time, the program has evolved substantially from large-scale food relief to long-term development programs. Historically, CRS’ largest programs have been in the provinces, however, in response to the 2010 earthquake in Haiti, CRS began engaging more substantially in urban programming. CRS’ emergency relief efforts included interventions in health, shelter and housing, WASH, education, infrastructure, and psycho-social support. CRS has now transitioned these programs from emergency response initiatives to full development programs. CRS’ current urban portfolio consists of five key sectors: Community-Based Disaster-Risk Reduction, Permanent Housing and Financial Models for Low Income Families, Solid Waste Management, Community Infrastructure, and Urban Livelihoods.
CRS seeks to invest strategically into Urban Livelihoods to build CRS’ experience and expertise in the sector and to leverage private resources for external funding. CRS has already engaged in SILC programming, creating over 500 savings groups across rural and urban areas, and supported over 600 micro and small entrepreneurs to improve their business management skills and profitability. In addition to continuing and building on these programs, CRS seeks to grow its urban livelihoods portfolio, identifying and pioneering successful strategies for supporting urban youth livelihoods and workforce development and developing livelihoods alternatives for families engaging in child labor or at-risk of becoming victims of trafficking. CRS will also engage in Solid Waste Management through a livelihoods perspective by increasing the capacity of small collectors and strengthening linkages with private sector actors. The Urban Livelihoods Program Coordinator will lead these efforts, ensuring timely execution of programs in accordance with global best practices and in coordination with relevant stakeholders.
Fonctions
The Urban Livelihoods Program Coordinator (PC) has direct supervision and oversight for all livelihoods and solid waste management (SWM) activities in Port-au-Prince as well as livelihoods initiatives to be developed in urban areas outside of the capital. The PC will use lessons learned and recommendations from previous livelihoods activities to inform new activities and build the reputation of CRS as a leader of urban livelihoods programming. The PC will also work to improve the quality of current CRS livelihoods and SWM activities, and support the program’s project managers to continue building their capacity in budget management, administration, supervision, program quality, and Monitoring, Evaluation, Accountability, and Learning (MEAL). The PC is responsible for growing CRS’ urban livelihoods portfolio and ensuring that capacity building and learning contribute towards improved project implementation and competitive proposal applications. The PC will work closely with urban programming Program Managers to promote learning and capacity building among CRS and partners.
Primary Responsibilities:
Program Quality (30%):
• Maintenance/Improvement of Program Quality – The PC is responsible for ensuring livelihoods and SWM programming activities are implemented in accordance with CRS program quality standards and international best practice. S/he will work with the Head of Programming (HoP) on strategic planning, learning, and staff capacity building to ensure that implemented programs are achieving desired impact.
• Staff Capacity Building – S/he is responsible to increase program staff capacity, in particular the livelihoods and solid waste Project Managers, and ensure professional growth in CRS’ core competency areas. Priority areas of growth and improvement for program staff include budget management, MEAL, and partner management.
• Monitoring, Evaluation, Accountability and Learning – The PC is responsible for supporting the program and MEAL staff to establish and ensure regular maintenance and updates to the M&E systems, along with the support of M&E managers. The PC will ensure that M&E systems are gathering and analyzing information to accurately contribute to project reporting and continued learning. With the support of MEAL, s/he will lead regular evaluation and analysis sessions among program staff and lead appropriate strategic changes based on the project learning.
• Reporting – Responsible for providing accurate and timely donor reports, with inputs from partner and CRS staff. Along with program staff, build the capacity of CRS and partner staff to develop report sections that reflect activities completed, and a reflection on learning during the implementation period.
• Detailed Implementation Planning – Support the program team to manage the timely development and implementation of project Detailed Implement Plans (DIPs). Ensure DIP planning is done within the context of project commitments and FY budget restrictions.
• Coordination & Cross Learning – Organize regular opportunities for communication and exchange between program staff, and other departments in order to promote greater programmatic integration and facilitate discussion on crosscutting issues. Work with livelihoods and solid waste management team on cross-learning and capacity building initiatives. Ensure that successes and challenges in project design and implementation are communicated with internal and external audiences.
Management Quality (30%):
• Supervision – Directly supervise the Project Manager for SILC, Project Manager for Enterprise Development, Project Manager for Livelihoods and Solid Waste Management, and any other newly hired urban livelihoods Project Managers, while building their capacity to become next-level managers. The PC will engage in CRS’ Performance Management Process including performance planning, coaching, professional development, and appraisals and will support project managers to do the same of their team members.
• Budget Management – The PC will serve as Budget Manager for the urban livelihoods programs. S/he will ensure adherence to the approved budget for each fiscal year, notifying the Head of Programming of any significant under / overspending in a timely manner. The PC will conduct proper tracking of expenditures and perform budget maintenance as necessary.
• Financial Policy – The PC will provide oversight to supervisees to ensure timely compliance with CRS Financial Policies. This includes adherence to policies on procurements, vendor payments, and advances and liquidations of CRS staff and partners, and ensuring adherence to CRS’ sub-recipient financial management policy.
• Administrative Policy – The PC will provide oversight to supervisees to ensure timely compliance with HR, Administrative, Financial, and Security Policies in coordination with support staff. This includes adherence to policies on hiring; leave requests; performance planning, coaching, and evaluations; stewardship and proper use of CRS resources; and security guidelines.
Representation and Growth (40%):
• Program Growth – Responsible for playing a lead role in key areas of project design, including design and implementation of assessments, project design workshops, budget development, proposal writing, and identifying and developing strategic relationships and new funding sources for urban livelihoods. Provide reviews of proposals and concept notes as needed. Growth will be done in coordination with/support from the Strategy and Growth Manager and Head of Urban Programming.
• Representation – Maintain effective working relationships for Livelihoods and Solid Waste Management Program activities with the local government, NGOs, partners and donors. Host delegations and field visits as needed.
• Strategic Growth - Work closely with local government from design to evaluation to ensure appropriate linkages to national plans, targeting of beneficiaries, and collaboration of resources.

Qualifications
1. Master’s Degree in international development, economic development, or related field (MBA, social sciences).
