Introduction

BACKGROUND:

Oxfam has been working in Haiti since 1978 focusing on disaster preparedness, gender equality, sustainable livelihoods, and helping people have a say in the decisions that affect them. However, in January 2010, the third largest earthquake since 1900 killed 222,570 people, injured 310,928 and 2.1 million made homeless. Earthquake followed by one the biggest cholera epidemic which has affected more than 700.000 people and killed around 8.500 Haitians. These events created a huge emergency response by International and national humanitarian and development actors. The result was Oxfam had to refocus its attention to respond to the humanitarian needs produced by the earthquake by providing addressing the water , sanitation and livelihood needs of the men , women and children affected by the earthquake through it Public Health and EFSL Program.

Oxfam, even still working in the two present humanitarian emergencies, has already developed long term programs with the aim of creating sustainable impact on the lives of the Haitian population in target areas of operation. In this regard, Oxfam aim at directing it effort is contributing to the Improvement of WASH Services, the improvement of hygiene practises among the population, the emergency preparedness of community and institutional WASH agencies and the protection and good use of Natural Ressouces as crucial components in addressing the reconstruction challenges and long term development need of Haiti.

This post, while hired by Oxfam GB, will support all the other four Oxfam affiliates and its partners, following SMS (single structure management) in the country. This post will coordinate all different initiatives in the country as long as represent all Oxfam face to donors, authorities and different forums.

To achieve the above goal, Oxfam GB required a well trained professional and experienced WASH Manager to work with others to help in the realization of the one-programme approach agenda and reach the SMS goal that will not only take into consideration both technical and promotion aspects in all WASH programmes; but also integrate Livelihoods, Gender, Protection, DRR and Mainstreaming sectors into WASH programme plans during the concept formulation and implementation phases.


Fonctions

DIMENSIONS:
• To be the WASH referent point for WASH initiatives and sector staff.
• Reinforce capacities of WASH Oxfam team and its partners.
• May matrix manage staff in WASH across Oxfam WASH programming
• Revision and ensure implementation of WASH strategy in country.
• Assist in developing WASH tools and guidelines
• Advise decision-making for specific WASH programme contexts.
• Supports and liaises with regional and international advisors in WASH.
• Ensure information sharing and lessons learnt across programmes and regions
• Impacts directly on programme quality and contributes to the achievement of Oxfam's strategicchange objectives
• Impacts on external policy and practice of other agencies through participation in international debate in relief
• Technical and strategic support to the Humanitarian team for emergency preparedness and emergency response if needed.
• Analyse and consideration of different sectors strategies (DRR, Gender, Protection, Urban, Livelyhoods)
• Analyse and develop advocacy and communications campaigns in coordination with the communications team.
• Objectives are defined with manager; considerable latitude within context of Regional/Country business plan.
• Problems faced are diverse - relating to management of people, budgets and processes (which can relate to issues within own technical specialism).
• Problem-solving complexity includes people management and strategic management related to team specialism.
• An understanding of the wider issues of the team members' professional work, the country humanitarian context, Oxfam’s ways of working, the priorities of other sectors/departments within the country programmes
• Supporting in the recruitment, training and supervision of public health staff. This may involve preparing , training plans, support in setting performance objective setting and appraisals


KEY RESPONSIBILITIES

Technical Advisory support
Provide overall strategic oversight and technical guidance to Oxfam’s WASH programmes Haiti to carry out programme delivery, formulate, implement and monitor planned WASH activities while ensuring alignment with the long-term country strategies and approaches.
Promote collaborative working relationships with key stakeholders in country engaged in WASH programming (CD,HPM,DTM, EFSL, Protection DRR teams ,OI affiliates and partners) as well with region (HPC,PHE and PHE Advisors) to support the delivery of effective, high quality humanitarian and development programmes in line with Oxfam’s vision for humanitarian preparedness and response and Long-term WASH programme
• Support Oxfam one-programme approach agenda for the WASH sector in Haiti, not only taking into account both technical and promotion aspects in all WASH programmes; but also integrate Livelihoods, DRR and Mainstreaming sectors into WASH programme plans during the concept formulation and implementation phases
• Support research and innovative approaches to delivery of essential WASH service supply, hygiene promotion and IWRM (integrated water resources management) programmes in Haiti
• Support WASH humanitarian programmes to prepare scenario/contingency planning (for hurricanes, floods, earthquakes and cholera outbreaks, etc), that take into consideration the dynamic nature of the Haitian situation.

Programme coordination / Implementation support
• Support the scale up of WASH emergencies through the effective coordination of interventions within Oxfam and externally.
• Contribute to rapid needs assessments, proposal writing, programme design and monitoring and ensure that activities are integrated appropriately with PHP, logistics and EFSL colleagues.
• Lead and manage a team of national and international WASH staff ensuring that they work to clear objectives and work plans.
• Coordinate the recruitment and deployment of WASH staff and support capacity building initiatives for national staff and partners
• Support in the preparation of WASH programme budgets in collaboration with Program team

Capacity Building
• Support individuals and field teams to build their skills in preparing and responding to WASH emergencies through training, mentoring, and accompaniment
• Advise HR on the recruitment of WASH staff, and in the identification of capacity building needs for the WASH programme teams, and organize relevant trainings to build strong WASH expertise in-country
• Contribute to the development of WASH guidelines and learning documents and ensure that good practice is disseminated within Oxfam and shared within the sector.
• Support DINEPA (national WASH agency) for the capacity building of their staff following their requirements.

Oxfam International
• Provide technical WASH support to OI Affiliates in terms in the area of WASH Programming at all level.
• Represent Oxfam at inter- agency sectorial coordination meetings and work with others to identify and lobby in support of relevant advocacy issues
• Support country strategy to reach SMS structure.
• Join capacities and expertise in country and in different headquarters offices.

Programme approach
• Ensure that all work is carried out in a way that is sensitive to community needs, protection and gender issues. In particular to promote the full and equal participation of men and women in all aspects of the work and to ensure that Oxfam’s response is in line with the needs of the affected people.
• Keep an effective communication channel with programme support areas, to make sure that programme activities are integrated and receive the due contribution from support sectors.
• Participate and support programme management and project monitoring meetings especially in addressing key decisions affecting programme

Programme planning and reporting:
• Support WASH planning and proposal writing part, in order to provide clear objectives and establish indicators for monitoring and evaluating the programme.
• Contribute to regular reports, including donor reports, adhering to Oxfam reporting formats at intervals to be decided by the PHC (at least monthly).
• Participate in programme management meetings and consultants especially in addressing key decisions affecting WASH programming
• Work with the Programme Managers and Funding team to identify opportunities for funding related to WASH Programming

Co-ordination and Representation
• Co-ordinate all public health work with interventions managed by UN agencies, local and international NGOs and government agencies including the MSPP, Water Bodies (DINEPA) and in particular support and regularly attend WASH and Health Cluster systems
• When requested by DTM represent Oxfam on Public Health issues at the various coordination meetings at a local level ensuring compatibility with overall commitments and policy/programme priorities in public health.
• Report the relevant information and action taken to the DTM and the relevant staff in the organization.
• Work with DINEPA and other relevant government water and sanitation authorities in the project sites to develop district/sub-district provincial and district level water and sanitation plans to include emergency response and preparedness planning

Others
• Ensure that work aims to meet Sphere Standards and adheres to Oxfam’s emergency guidelines and protocols
• Be familiar with and abide by Oxfam's Code of Conduct and other regulatory codes such as the Red Cross Code of Conduct, Partners in Aid Code, Oxfam International protocols and the Inter- agency Field Co-operation Protocol


Qualifications Requises

SKILLS AND COMPETENCIES
• Advanced education qualifications in public health, water supply management, sanitation, community development, or other social or technical sciences related to the WASH fields (e.g. urban water supply systems, appropriate sanitation technology, solid waste management, participatory approaches and/or behaviour change communication, IWRM)
• Relevant and progressively professional work experience in strategic WASH leadership capacity with a humanitarian and development organization, particularly working with disaster-affected populations in both urban and rural contexts. (Note that work experience may substitute for higher degree qualification).
• Demonstrate a good understanding implementation of water supply, environmental sanitation and health promotion projects in poor urban and rural community
• Experience of field research, development of proposals, data collection (qualitative and quantitative) and analysis, report writing
• Strong assessment, analytical and planning skills and well developed writing skills.
• Strong capacity building counterpart/ training skills
• Good communication and interpersonal skills.
• Ability to work well under pressure and in response to changing needs and with strong ability to travel and to work in difficult circumstances
• Demonstrated experience of integrating gender, protection and diversity issues in public health engineering programme activities
• Experience and/or knowledge in DRR and livelihoods will be an asset.
• Sensitivity to cultural differences and the ability to work in a variety of different cultural contexts.
• A sound understanding of the importance of gender and participation in both Humanitarian and Development work
• Commitment to humanitarian principles and minimum standards for Humanitarian response
• Fluent in French (written and spoken), is desirable and the ability to communicate in English and/or Haitian creole would be highly advantage.
• Knowledge of the dynamics of Haiti contexts and cultures would be an advantage
