Introduction

The Deputy Chief of Party (DCOP) will work under the supervision of the COP, Partners for Learning/Education (P4L/E) and forms part of the P4L/E. He / she should have significant experience in managing program, financial, and administrative units for organizations with multiple operations and understanding of program/project management in general. Given the size of the project and the amount of operational and financial transactions (long-term and annual planning, recruitment, procurement, grants, accounting, etc.) that will be required under this project, the DCOP will support the quality functioning of operational, financial, and programmatic aspects of the program, ensuring compliance and accountability with donor and CARE policy and regulations. He / she will work closely with the COP, the CARE Haiti Grants & Compliance Manager and Financial Analyst assigned to P4L/E, the P4L/E Program Officer to ensure fiscal and operational management of the project and with the respective technical coordinators to ensure effective program planning and implementation in line with approved budgets and procurement plans.

Job Responsibility #1 30%
Staff Management
• Supervise, guide, and professionally develop the staff under his/her director supervision and ensure they are accountable for their responsabilities, performance, and expected results.
• Provide strategic guidance and support to technical coordinators.
• Develop, reinforce, and model (serve as model/example) implementation of high standards of staff and human resource management (holding regular 1-1 meetings, facilitating regular team meetings, conducting regular evaluatons according to CARE policy, completion of individual operating plans and objectives, and giving regular feedback and coaching).
• Develop a team culture, consolidated by creation of clear work mechanisms, strong and constructive communication, and learning as a team.
• Conduct regular field visits to guide, support, and encourage field teams.
• Develop and implement administrative and human resources systems in consultation with CARE Haiti Human Resource department and P4L/E management team.
• Oversee and monitor submission of employee time tracking (PARs) completed according to policy, ensure job description updates, compensation, and leave tracking, for Partners for Learning/Education staff.
• Work with program staff to determine current and projected recruitment needs and assist in hiring, training and supervising of staff.
Job Responsibility #2
Procurement Management & Budget Management Support
• Provide support of budget management for P4L/E.
• Oversee the procurement management for P4L/E.
• Ensure all established policy and procedures related to finance and procurement are followed by the program.
• Approve all expenses under USD5,000 for P4L/E in paper format and via the online financial system, PAMODZI, ensuring all proper documentation has been completed and/or attached to the online approval request and all information is accurate on the approval request.
• Maintain an up-to-date operating budget according to actual expenses and in compliance with the donor approved budget.
• Develop and ensure on-going monitoring of a procurement plan that is streamlined with the donor approved budget, the operating budget, detailed budget by activity, and the program’s operational plan.
• Ensure the project spending burn rate is on track and advance spending according to the procurement plan, individual activity budgets, and in compliance with the donor approved budget.
• Liaise closely and on regular basis with the Grants & Compliance Manager and Financial Analyst to obtain up-to-date monthly expenses through participation in monthly budget vs actual expenses meetings and analyze in collaboration with the COP.
• Maintain close contact with the finance & procurement departments to ensure timely processing of P4L/E transactions.
• Support effective programmatic and financial compliance with and accountability to Haitian laws, CARE and donor administrative and reporting requirements, as well as appropriate implementation of policies.
• Contribute to sub-grantee management and oversight.

Job Responsibility #3
Operations Management
• Supervise the daily internal operations of P4L/E.
• Liaise with the CARE Haiti operations, human resources, logistics, and security departments to ensure all siginificant administrative issues are addressed and resolved and that all follow-up is performed as requested.
• Oversee efficient travel coordination, in collaboration with the PO and AA to ensure effective use of resources.
• Support integration of gender into program operations.
• Support annual operational planning, in collaboration with COP, Technical Coordinators, and M&E Specialist, ensuring coherence with established project management format, procurement plans and donor approved budget.
• Coordinate and oversee major annual distributions for the program, including mini-libraries, school equipment, school and hygiene kits, and shoes. Additional distribution may be added over time.
• Supervise the sub-office operations, ensuring efficient financial, logistical, and programmatic (field activity implementation) operations in collaboration with technical coordinators.

Job Responsibility #4
Strategic Leadership Support
• Ensure Acting COP, P4L/E in his/her absence or his/her delegation.
• Contribute to P4L partnership efforts both internally (cross CARE program coordination) and externally.
• Support development of tools and innovations enabling the P4L management team to improve aspects of decision-making, communication, planning, financial and risk management, collaboration and partnerships, as well as efficiency of management and accountability structures for P4L.
• Represent CARE Haiti and P4L/E in relevant forums and conferences.
• Oversee timely and quality monthly reporting from the field and quarterly/semi-annual reporting to donors.
• Contribute to CARE Haiti’s Project to Program (P2P) shift activities by actively participating in the program development working groups, meetings or relevant fora.

Job Responsibility #5
Emergency Preparation & Response
• Participate in all relevant Emergency Preparation and Response meetings.
• Assume Emergency Response Team role as needed during an emergency situation.
• Monitor projects deliverables and the changing humanitarian context in country to ensure effective, quality projects deliverables and early response/advocacy to any changes in context that affects the education sector.

Ensure that the proposals, strategic plans and reports are in line with policy provisions Genre CARE International (gender analysis, adaptation strategy, forecasting of financial and human resources, etc...).

Qualifications Requises

Required
Bachelor and Master’s Degree in International Development or a relevant field (or equivalent)
• 8-10 years of relevant experience preferably with an international NGO or Government of Haiti (GOH) entity working with international donors.
• Management experience for organizations with international operations.
• Experience managing operations of large funded projects (e.g. $5 million or larger)
• Thorough knowledge of budgeting, budget oversight, generally accepted accounting principles and the practical application of financial systems.
Experience leading annual and strategic project planning.
Experience leading quality monitoring, learning and evaluation.
• Strong communication, both oral and written, strong interpersonal skills, and the ability to develop excellent relations with Haitian counterparts and donor officials.
• Sound understanding of development, education, and protection issues in Haiti.
• Ability to manage and be a part of teams (multi-cultural, multi-disciplinary and inter-agency).
• Ability to work under tight deadlines and manage multiple tasks simultaneously.
• Ability to travel and work within Haiti.
• Proven experience in staff supervision, capacity building and coaching.
Desired
10+ years of related experience.
Previous CARE experience.

Technical Skills
Required
• Excellent skills in written and spoken English and French
• Knowledge of donor regulations (esp. USAID, UNICEF, and private foundations).
• Proven budget analysis and management skills
• Project management skills, including annual & strategic planning
• Know-how in use mind mapping and planning tools (XMIND, Coogle, or Similar) and project management software (Microsoft Project, Gannter, or similar)
• Staff management skills, including mentoring/coaching and supervision
• Facilitation and capacity building
Desired
Working knowledge of Haitian Creole
Knowledge of CARE USA Human Resources, Finance, Procurement and Administrative policies,
procedures, and guidelines


Conditions de travail

The DCOP will be based in Port-au-Prince, which has all basic facilities. Adequate medical care is available for basic health problems. The security situation continues to be relatively unstable. Certain security/safety rules have been established by the CO and must be followed. The COP will be expected to travel approximately 20% of the time in country with the possibility of international travel, as needed. Housing is individual.
