Haitian Red Cross in collaboration with American Red Cross is looking for
(1) Finance Officer - Port-au-Prince
Purpose: In response to the January 12 earthquake in Haiti, the American Red Cross (ARC) is scaling up its support to the Haitian people in their post-earthquake recovery. ARC has developed an ‘Integrated Neighbourhood Reconstruction and Recovery Program - LAMIKA’ with the goal of enhancing community and household resiliency while providing safer, healthier and more secure living conditions in earthquake affected urban areas within the Carrefour-Feuilles neighbourhoods. Further, ARC is expanding its integrated programs to the Northern part of Haiti through its ‘North Community Based Integrated Program – Gran No Pi Djamn’ with the aim of increasing community resilience, building stronger communities and reducing exposure to external shocks in the targeted communities. Finally, ARC is also implementing, in collaboration with the Haitian Red Cross and other partners, the PrevSIDA project which aims to reduce the incidence of HIV among most at risk populations and in settings characterized by high risk behavior. Through these programs and activities, ARC works closely with the Haitian Red Cross (HRC) and other relevant stakeholders to provide more services to vulnerable communities and improve their safety and living conditions.
To provide support to the ARC Haiti Delegation, under the direct supervision of the Core Finance Manager. This position is responsible for maintaining a set of complete and accurate financial records including all relevant supporting documentation and producing accurate financial reports and other related reports.
Fonctions
Specific duties and accountabilities
Review the financial transactions recorded into the accounting system before posting.
Prepare the monthly accruals.
Prepare the monthly reallocations.
Ensure that all financial data are recorded into the accounting system.
Perform month-end close.
Produce accurate monthly financial reports.
Monitor and reconcile working advances.
Monitor and reconcile the payables.
Assist in the preparation of the payroll.
Assist in the preparation of the payroll tax report.
Prepare the monthly BvA (Budget versus Actual), and ensure that all the Budget Holders receive the BvA of their Departments.
Participate in the BvA meeting, and prepare the BvA meeting minutes.
Ensure that all the follow-ups regarding the BvA meeting are done.
Coordinate the weekly finance meeting, and prepare the weekly finance meeting minutes.
Ensure that all the follow-ups regarding the weekly finance meeting are done.
Ensure the coordination between Core Finance and Program Finance.
Supervise the Finance Assistants.
Help maintain a good relationship and a good coordination between Finance Department and the other Departments.
Perform other duties as assigned to ensure sound financial and administrative - management practices.
Additional Duties Applicable to All Staff
Work towards the achievement of overall goals of the Delegation, through effective managerial and lateral relations and teamwork.
Ensure understanding of roles, responsibilities, lateral relationships and accountabilities.
Perform other work related duties and responsibilities as may be assigned by the supervisor.

Qualifications:
Bachelor’s degree in Accounting, Business Management, Administration or any other related field. More than three years of professional work experience in finance or accounting role preferably with an NGO or other international organization.
Advanced skills in computer; accounting software, spreadsheets, word processing, data base programs, etc.
Capacity to perform a variety of financial tasks by organizing and establishing priorities and to work in a fast paced office environment, under pressure and against deadlines.
Experience in creating accounting reports and writing narrative financial reports.
Leadership skills, teamwork and relationship building.
Able to solve practical problems and react quickly and efficiently to a changing working environment.
Ability to multi-task and strong organizational skills.
Demonstrated discretion in all matters related to the assignment, including confidential information seen and heard.
Strong written and verbal communication skills.
French, English, Creole.
Able to work in a team.
High degree of integrity, discretion, and personal conduct.
Flexible and adaptable to changing working conditions.
Willing and able to travel whenever required for work purposes.
