Introduction

Job purpose:

J/P Haitian Relief Organization (J/P HRO) is dedicated to saving lives and building sustainable programs with the Haitian people quickly and effectively. Following the tragic earthquake of 2010, J/P HRO began working immediately to make a meaningful and lasting impact in Haiti. The goal of J/P HRO is to support residents in the marginalized, high-density Port-au-Prince neighborhood of Delmas 32 and surrounding areas affected by the earthquake transition to resilient, sustainable and prosperous communities.
J/P HRO has implemented its mission through four integrated programs: Medical, Camp & Relocations Management, Engineering & Construction, and Community Development. The Organization works with the support of and in collaboration with local and national government leaders, community based organizations, other international NGOs, UN agencies, donors and—most importantly—the community members themselves.
Within the Camp and Relocations Program, the Returns and Relocations Management Consultant, in collaboration with the Camps and Relocations interim management team, will be responsible for overseeing the relocation and closure of targeted internally displaced persons (IDP) camps created after the 2010 earthquake that struck Port-au-Prince. S/he is responsible for overseeing the Relocations team’s standardized relocations process, which follows the Haitian government’s 16/6 methodology. S/he will work closely with the Protections team to address the needs of the most vulnerable families, as well as plan for camp closure, camp decommissioning and rehabilitation activities, engaging relevant partners.


Fonctions

Duties and Responsibilities:

With handover support from the Camp & Relocations Program Manager (currently available only remotely) and with supervision from the Director of Programs (on site) the responsibilities are as follow:


• Coordinate the implementation of J/P HRO’s strategy for returns and relocations ensuring compliance with the Haitian Government standards (key components of the 16/6 strategy) and international humanitarian standards including Sphere, and HAP, as well as J/P HRO’s Code of Conduct;
• Manage the returns and relocations team including recruitments, evaluation, support and training as needed;
• Contribute to effective budget monitoring for programmatic implementation (close-out phase);
• Monitor and report on the progress in returns and relocations, using SalesForce;

• Coordinate with all relevant J/P HRO project managers to ensure that returns and relocations’ priorities are accounted for across projects and to inform J/P HRO staff of relocation issues and concerns within the camps;
• Work with the Protection Project Manager to address issues, priorities, obstacles and solutions in the transition of the most vulnerable beneficiaries out of the camps;
• Ensure that all information for returns and relocations is collected, managed and stored ensuring confidentiality of personal information;
• Ensure coordination with the J/P HRO teams working in neighborhoods around camps to facilitate returns and relocations;
• Coordinate with redevelopment and reconstruction stakeholders as well as with actors offering livelihood programs to explore opportunities for camp residents;
• Participate in and represent J/P HRO in relevant working groups and meetings including the Returns and Relocations Working Group, and the CCCM Shelter Cluster;
• Contribute to proposal development and donor reporting
• Other duties as assigned by the Director of Programs;


Qualifications Requises

Qualifications, Experience and Skills:

• Have a minimum of three years of relevant work experience in project management. Return and/or relocation programming post 2010 earthquake in Haiti a major plus.
• Bachelor’s Degree in social science, agronomy or relevant subject area (Master’s degree preferred)
• Experience managing budgets and supervising staff
• Have international experience with NGOs / relief work (preferred)
• Strong quantitative/IT skills
• Fluent in Haitian Creole and French (required)
• Fluent in English (desirable)
