Introduction

Purpose: Under the general supervision of the Procurement Manager, the Logistics Officer will primarily carry procurements for GOAL Haiti and also provide logistics support to various sections of the Logistics department. The position will also be allocated specific Procurement tasks within the department depending on demand and general Logistics tasks as determined by the Logistics Manager via the Procurement Manager.


Fonctions

Primary Duties/Responsibilities:
1. Carry out local procurements and ensure that all such procurement complies with GOAL’s standard Purchasing and Logistics Systems, and complies with relevant external donor requirements and local government regulations.
2. Secure best value and service benefit deals on all procurement and supply requests based on GOAL logistics criteria.
3. Ensure that the Order Tracking Sheet is updated in a timely manner for any procurement files.
4. Ensure the Contract Database is kept updated
5. Update and maintain the list of suppliers in the Vendor Register.
6. Ensure supplier invoices are process and payment requested submitted to the Finance department in a timely manner.
7. Liaise with other logistics units such as warehousing, transport, and with operations and finance departments to ensure timely and accountable delivery of aid
8. Advise the Logistics Officer responsible for assets on any procurement of assets to ensure they are aware of such purchases at point of purchase.
9. Ensure the all procurement documentation for any procurement is correctly and fully authorized at all times in line with the GOAL authorization chart.
10. Submit all relevant procurement reports to the procurement Manager in a timely manner.
11. Participate in relevant meetings as required.

Other Duties/Responsibilities:
12. Assist with asset management, including the updating of the asset database, asset labeling, carry out scheduled physical counts and update relevant paper works as per standards and requirements set in GOAL Logistics Manual.
13. Assist with updating and maintain country inventory systems for inventory items which do not fall under the Fixed Asset category such as office furniture, tools, professional literature, software and installation CDs, user manuals, etc, as per standards and requirements set in GOAL Logistics Manual.
14. Assist with warehouse management, including the receipt and issuance of goods from the stores, updating of the Stock Monitoring Sheet, carry out scheduled physical counts and updating relevant paper works as per standards and requirements set in GOAL Logistics Manual.
15. Assist with transport planning, vehicle movement arrangements, fleet management systems and ensuring smooth transport operations and support to GOAL’s programmes and activities, all in line with GOAL’s standards and requirements as indicated on the GOAL Logistics Manual.
16. Ensure an up-to-date and tidy filling system is maintained within the logistics department for sections of the logistics department as identified by the Logistics Coordinator and the relevant section lead.
17. Any other duties allocated by the Procurement Manager and/or the Logistics Coordinator.


Qualifications Requises

Qualifications / Minimum Requirements:

Prior experience in a similar position
University degree; graduate degree desired
Recognized ability to work as part of a team and to coordinate closely with other team members
Significant experience in procurement management and general logistics
Understanding of donor policies and procedures
Strong negotiating skills
Demonstrated rational and logical thinking; ability to creatively and quickly find solutions to problems
Proven ability to manage personnel, delegate and follow-up; must be able to “multi-task”
Fluency (writing, reading, speaking) in English, French and/or Kreyol
Computer experience: Windows systems, MS Word and MS Excel; MS Access a plus
Conscientious with excellent sense of judgment

Requirements

Essential
• A level and diploma in logistics and/or procurement;
• Good administration skills;
• Some years experience in a similar position (procurement, administration, logistics) with a significant element of procurement essential;
• Good computer skills (MS Office Package, email);
• Ability to understand and implement organisational and donor policies;
• Good time management, prioritisation and planning skills;
