Fonctions
OVERALL RESPONSIBILITY
SCMS is recruiting a Laboratory Quantification & Forecasting Assistant who will be responsible for administering a system for national forecasting and quantification of Laboratory commodities required to support the HIV/AIDS Program.
S/he shall primarily be responsible for the quantification and development of specifications of HIV/AIDS related commodities with an emphasis on laboratory related commodities. S/he will be responsible for the quantification of these commodities using tools such as ForLab and others that are specifically designed for laboratory commodities. S/he shall be responsible for analyzing and managing the Pipeline for HIV/AIDS related commodities with a focus on lab commodities antiretroviral, and other commodities. The lab quantification assistant will develop regular quantification reports of commodity needs, including analysis and demand to inform the SCMS procurement strategy.
SPECIFIC RESPONSIBILITIES
1. Work with the forecasting advisor and monitor the national pipelines for all HIV/AIDS laboratory commodities to ensure that adequate quantities of required commodities are readily available for distribution, using available tools (Pipeline, Inventory Tracking Tool, etc.).
2. Working with the quantification advisor, M&E Manager, and data unit associates, help to ensure that the site level reports are entered on a regular basis (currently quarterly) into the database system and reviewed in preparation for the distribution/planning/fulfillment process. Analyze and ensure that there is a reliable database of consumption related data to help inform the national quantification and for decision making.
3. Work closely with the other SCMS teams including planning & fulfillment/distribution, Monitoring and evaluation, and health systems strengthening as part of a comprehensive project wide objective of ensuring a continuous quality supply chain of HIV/AIDS medicines and laboratory commodities
4. Work with the quantification advisor and procurement team to ensure execution of commodity procurement by SCMS; this includes monitoring costs and lead time.
5. Coordinate closely with all partners and other stakeholders and the SCMS team to ensure rational and timely procurement of HIV/AIDS-laboratory commodities.
6. In coordination with the quantification advisor, meet regularly with clients to discuss current orders, upcoming deliveries and immediate future needs.
7. Perform tasks as requested by the quantification advisor.
Qualifications Requises
1. Diploma in supply chain management, business management, data management, monitoring & evaluation preferred. Combination of appropriate degree and/or extensive experience in quantification or supply chain management, will be considered
2. At least two years of work experience in lab preferably in quantification or supply planning.
3. Knowledge and comprehensive understanding of Haiti’s public health sector and working experience in Haiti preferred.
4. Excellent written and oral communications skills in French and creole. English language skills are highly desirable.
5. Proven ability to work as a part of a leading team but also self-managing of own time.
6. Demonstrated skills in relevant forecasting software (uses Quantimed, Forlab and PipeLine), or other similar computer software programs, as well as general-purpose software such as Excel, Access, etc.
7. Advanced laboratory experience, analytic or data base experience is a definite plus
8. International work experience particularly with projects funded by the United States Agency for International Development (USAID) a definite plus.
9. Ability and willingness to travel locally at least 15-20% of the time.
