Introduction

CRS Education launched in 2013 the Initiative for Catholic Education which includes continuing education for teachers and principals and the establishment of participatory governance structures. The program is implemented at the partner level, the Episcopal Commission for Catholic Education (CEEC). Phase I of the initiative is already under way with the Diocesan Offices of Education (BDE) Cayes, Fort Liberté, and Hinche. In October 2014, Phase II began with the BDEs Anse-à-Veau and Miragoâne, Jacmel and Jeremie. In addition there is an early Literacy project with the BDEs Cap-Haitien and Gonaives. The Program Manager is responsible for the management of the education projects at CRS Haiti. This position will collaborate closely with the Senior Officer of Monitoring and Evaluation, Education.


Fonctions

I. Program Management and Administration:

1. Provides technical expertise support for CRS and partner implementation of education activities related to continuing education of teachers and principals as well as school governance structures and supports the literacy program.

2. Responsible for ensuring that the program adheres to the appropriate national standards of education and governance structures and if appropriate lessons learned from around the world.

3. Collaborates with the Monitoring and Evaluation Officer to ensure that all data required in relation to the educational activities is verified and submitted and supports the development success studies.

4. Conducts regular monitoring visits to the partner’s activities.

5. Responsible for the quarterly reports related to the projects.

6. Manages the budgets including liquidations.

7. Assists with fundraising in terms of proposal development

II. Institutional Capacity Building

1. Provides institutional capacity building to the partner which may consist on administrative and financial systems as well as the use of Microsoft Office by providing trainings and/or coordinating with trainers as necessary.

2. Acts as a resource to the local partner in the development of training and supporting documentation, monitoring tools, and reports for the educational activities as necessary.


III. Networking:


< 1. Establishes and maintains professional and productive relationships with other program partners, agencies working in similar sectors, donor community, local NGOs, CLIO-CEC, UN agencies and the Government of Haiti.

2. Assists CRS’ with delegation visits by representing the education program to the twinning dioceses/parishes, potential donors, Regional staff, etc.

3. Shares information and when possible integrates activities within PACS and with key CRS Programming Departments, such as MEAL, Urban Programs, etc to foster increased and creative collaboration.


Qualifications Requises

- Bachelor’s degree or higher in education, sociology, administration, project management or a similar field
- Have a minimum of five years of experience in development activities
- Have a minimum of five years of experience as Program Manager
- Have a minimum of five years of experience in the education sector
- Have experience training adults
- Excellent communication (oral and written) in English, French and Creole
- Experience with monitoring and evaluation and attention to detail
- Ability to use computer: WORD, EXCEL, IPODs, etc.
- Must have good organizational, planning, analysis and reporting skills and able to work independently
- Be available to travel at least 50% of the time
- Have good interpersonal skills
- Be of good moral character
