Introduction

Catholic Relief Services (CRS) is a U.S. based relief and development agency working in more than 100 countries and territories around the world to alleviate poverty and suffering. CRS programs are based on need and not religious affiliation, race or nationality.

The CRS Haiti program was established in 1954, the CP has offices in Port au Prince and Les Cayes. CRS programs reflect the diversity of issues facing today from agriculture to education, health to microfinance and advocacy to urban programming. CRS, through its partners works with local communities to strengthen their links to social services as well as their resources and role in achieving lifelong self-sufficiency. The CRS Haiti Program is supported by the CRS Regional Office and its Headquarters in Baltimore, Maryland USA.
Under the CRS Principles of Partnership, “CRS facilitates and promotes the strengthening of partners' abilities to identify, build on, and address their vulnerabilities, strengths, and specific capacity building needs through a process that leads to sustainability.” The Technical Advisor (TA) will be responsible for supporting the development of high quality capacity development interventions with church partners. The goal will be to improve partner systems, structures, management, policies and procedures to build the effectiveness of partners to serve the poor in their communities. This will include tangible aspects of capacity development such as competencies, structures and systems (project proposal development, strategic plan support, compliance systems, etc.), as well as intangible aspects such as values, beliefs and organizational culture.

Partner capacity building will also focus on supervisory trainings, human resource management, program oversight, board/governance, advocacy and growth to improve program quality and strengthen partners’ access to competitive funding opportunities. The TA will explore ways to include partners in CRS strategy and budget development decisions and improve overall communication between CRS and its partners. The capacity strengthening will predominantly apply to church partners, but may also include local government and community actors. The TA will utilize CRS resources, staff, and management tools to strengthen partner organizations and improve relations between CRS and its local partners. The TA will also be responsible for representing CRS and guiding high profile visitors through their understanding and appreciation of CRS programs.

The position requires an individual with strong, demonstrated experience in developing projects, managing finances, supervising staff, managing human resources, overseeing administrative procedures, with good communication, team-building and training skills. In addition, the position requires a person with good understanding of the Catholic Church –especially in Haiti- who will provide insight into numerous and diverse relationships existent between US and Haitian Catholic institutions, parishes and communities. The person will support CRS Haiti to recognize areas in which these relationships could benefit from more direction, harmonization and spaces for the sharing and cross fertilization of ideas.


Fonctions

1. Support Partner Needs and Enhance Partner Capacity
• In consultation with the PACS Director manage the country program’s funding dedicated to support partner capacity building
• Interact with regional and agency level staff dedicated to partner capacity building
• Provide strategic leadership in the development, identification and dissemination of standardized approaches and best practices for the capacity building of local church partners
• Participate in field activities such as evaluations and strategic planning processes to ensure an appropriate approach to partner capacity building
• Remain updated on agency guidelines, learning initiatives and policies related to partner capacity building
• Carry-out periodic/needs based assessments on partner capacity, including new partners
• Provide support to partners on local resource mobilization capacity building and actual support for partner submissions of proposal for funding
• Work with existing and future local partners to develop comprehensive capacity building and institutional strengthening plans.
• Identify potential new partners through the use of CRS tools including partner mappings and assessments. Including the use of sub recipient policy assessments.
• Lead field activities such as evaluations and strategic planning processes to ensure an appropriate approach to partner capacity building.
• Enable CRS management to understand partner needs and requests for support and guide the understanding and response to such requests.
• Monitor and track partnership capacity building activities and initiatives including positive changes in the capacity building process.
• Support partners in identifying training needs for the development of their institutions and programs.

2. Project Management

• Manage the relevant project budget and provide monthly budget comparison report analysis on project spending and life of project projected spending;
• Contribute to project liquidation in coordination with finance;
• Review and approve liquidation reports and local implementing partner advances;
• Facilitate, organize and support project activities including research, capacity building, awareness raising, training and regular partner/project monitoring;
• Collaborate with other division managers to ensure sound communication with partners and e project activities are implemented in all its cycles
• Maintain project documentation from the field and from local partners;
• Follow-up and strengthen the project Monitoring and Evaluation plan
• Provide technical assistance to Local Partners on data collection
• Coordinate M&E data collection and analysis with CRS staff and implementing partner(s);
• Evaluate and refine overall project methodology
• Lead development of new training topics and modules
• Manage the contract with the sub-awardees and other contractors/consultants
• Write new proposals to enlarge the unit portfolio
• Support finance in the ongoing implementation of the Sub Recipient Policy and produce tools and templates to facilitate this process for internal staff and partners.

3. Partner Relations and Communication
• Clarify the CRS definition of partnership and identify processes that support communication and dialogue with local partners
• Strengthen the partner relationship management skills of country program staff with a learning agenda on partnership
• Support local partner in organization, set-up and functioning;
• Participate in appropriate meetings with other implementing NGOs/ Government agencies and institutions;
• Support initiatives to engage in meaningful learning dialogues with partners across various sectors and areas and within the agency approach to capacity building
• Maintain and promote regular meetings with key partner leaders to discuss areas of mutual interest and concern
• Identify effective communication mediums (coordination meetings, bulletins, presentations, expositions, etc.) to ensure regular and effective communication is maintained between CRS Haiti and strategic partners
• Respond to partner relationship concerns pertaining to CRS programs and interactions in the country
• Support the development and adoption of a common language around partnership, CB and IS among CRS and partner staff

4. Foster and Promote Key Strategic Partnerships
• Identify and support the creation of strong inter-organizational networks and efforts that strengthen the capacity of local partners
• Ensure that CRS staff on all levels continues to facilitate and build linkages between partners
• Strengthen relationships with regional Church forum (CELAC ) and other Church structures
• Enhance the visibility of CRS and its partners while creating opportunities for collaboration
• Identify strong partners where by CRS staff and other partner staff can learn best practices

Specific Aptitudes and Abilities required for this position:
1. Have a strong understanding of CRS strategy and mission with regards to partners and a clear understanding of the principle of subsidiarity;
2. Demonstrated experience in capacity reinforcement,
3. Strong knowledge of project proposal writing (PROPACK), M&E (MEAL), financial procedures and policies (Sub recipient policy, financial assessments, compliance)
4. Strong understanding of church structures in Haiti, especially the Catholic Church;
5. Strong understanding of CRS history, mission and vision particularly as it relates to the Catholic Church;
6. Strong capacity to facilitate collaboration between local partners and different departments within CRS Haiti;
7. Strong understanding of past CRS activities with regards to partner strengthening and projects implemented through partners within and outside Port-au-Prince.


Qualifications Requises

1. University degree in development, project management, business or administration.
2. Minimum of 5 years of experience in project management, either within international organizations, or the private sector, including; management of human resources, project activities and/or budgets
3. Strong understanding of partnership activities and institutional strengthening including 3 years of relevant experience, preferably working with a religious partner. Experience can include (strengthening of internal procedures, organizational structure, financial manag. and strategic vision)
4. Solid experience in monitoring and evaluation (quantitative and qualitative methods); experience in measuring organizational change
5. Extensive experience working with local partners and accompanying them in the process of capacity building and institutional strengthening
6. At least two years of experience in the development of training curriculums and facilitating trainings
7. Strong leadership, advisory and negotiation skills
8. Strong understanding of the Catholic Church in Haiti and its internal structures and Commissions.
9. Strong knowledge of program management in various sectors
10. Capacity to quickly draft clear reports
11. Proven ability to deliver engaging presentations
12. Proven ability to use Microsoft WORD, EXCEL and PowerPoint, Prezi will be a plus

Languages required for this position:
- Fluent spoken and written French and Kreyol
- Strong ability to write and speak English. (High level representation visits and report writing).
