Introduction

Habitat for Humanity International is a non-profit organization whose mission is to address urgent housing needs in our communities, nation and world. Habitat for Humanity regional office in Haiti has been engaged in the field for more than 30 years providing housing services to the people in need. Four years after the earthquake Habitat for Humanity Haiti has provided transitional and upgradable shelters to more than 4,000 families, has repaired and rehabilitated more than 525 houses, has conducted more than 12,000 damage assessments and has built 300 permanent core houses. More than 6,600 Haitians have been trained through Habitat Haiti’s main offices and Habitat Resource Centers and more than 700 Haitians have found job opportunities. Habitat for Humanity Haiti has served overall 50,000 families in Haiti.

Habitat for Humanity Haiti is looking for an experienced value chain specialist for a new project based in the Port-au-Prince metropolitan area. The Value Chain Officer who works under the supervision of the Habitat Resource Center Project Manager and is supported by two specialists is responsible for implementing a housing value chain assessment project and planning / execution of market interventions. We are looking for an energetic and open-minded individual with capacity to manage a complex project.


Fonctions

1. Housing Value Chain Assessment:
- Working with a Subject Matter Expert and/or with Habitat Haiti partner identify which value chain(s) should be the focus of the study
- Design a work plan for the study with clear milestones and deliverables
- Collect and analyze data (through desktop study; surveys and focus group discussions) related to the housing value chain(s) in the project area

2. Value Chain Analysis and Reporting:
- Identify both strengths and weakness in the value chain(s)
- Develop specific issue statements and positions for Habitat to advocate around; and identify intervention opportunities which focus on the key principles of sustainability, impact, partnership, leverage and enabling approaches.
- Establish link between key findings and housing assessment study
- Lead the process and contribute to the drafting of the final report

3. Development of Market Based Solutions:
- Identify intervention opportunities which focus on the key principles of sustainability, impact, partnership, leverage and enabling approaches.
- Identify and assess potential market-based solutions and develop a market strategy
- Identify intervention activities to address systemic constraints
- Design Quick Impact Projects based upon housing value chain(s) analysis

4. Implementation of Market Based Solutions:
- Ensure that Quick Impact Projects are implemented in a timely manner through the community based contracting process
- Ensure that initiatives meant at changing the market dynamics are effectively implemented and monitored
- Be the lead point of contact in the field for projects

5. Other:
- Establish and maintain effective program reporting as well as monitoring and evaluation systems for both internal and external use with strong accountability mechanisms
- Working with the Community Engagement Coordinator and our partners help ensure continuous community support for the project
- Ensure that cross cutting issues like gender equity, minority participation, disaster risk reduction, environmental impact assessment are integrated in all parts of the study and the interventions.


Qualifications Requises

- Degree in economic, social sciences, business management or finance from a recognized institution
- Minimum of 3 years of work experience of which at least one in a livelihoods project management role
- Previous experience managing value chain assessment projects and implementing recommendations
- Working experience in the private sector (desirable)
- Previous experience managing community development driven projects (desirable)
- Previous experience working in a matrix environment where core services are developed and provided by a team of experts (desirable)
- Previous experience integrating cross-cutting issues such as gender equality, minority participation, disaster risk reduction and sustainable environment in project design and implementation (desirable).


Conditions particulières

Skills:

- Fluency in English and either / both French and Haitian Creole (required)
- Knowledge of various sampling techniques that may be used to conduct surveys
- Proficiency with internet, Excel, Microsoft Word and other office applications
- Strong organizational and time-management capacity
- Excellent problem-solving and analytical skills
- Ability to multi-task and work under pressure
- Commitment to humanitarian standards and principles
- Clear and concise communicator.
