About CNFA:
CNFA is an enterprise development organization based in Washington, D.C., dedicated to stimulating economic growth in the agricultural sector by nurturing entrepreneurship, private enterprise and market linkages. CNFA specializes in fostering private sector investments in training, new technologies and marketing as a means to increase the overall competitiveness of agricultural/livestock value chains, to expand exports, and to develop skills in the rural workforce. CNFA assists smallholders in increasing household-level food security and nutrition through improved agricultural/livestock practices, introduction of new varieties, diversification of crop production, food preservation and storage, development of farmer-based organizations (FBOs) and strengthened linkages to markets.

Project Description:
CNFA is currently receiving applications for a Chief of Party (COP) for an anticipated USAID-funded Support to Agricultural Research and Development Program (SARDP) in the Col-de-Sac corridor of Haiti. This proposed program will aim to strengthen the Ministry of Agriculture’s and the Haitian research community’s ability to increase the availability of improved production technologies and systems and to strengthen the extension of those technologies. The SARDP also supports the USAID Forward Initiative. The SARDP will work with and through the Haitian Ministry of Agriculture and Haitian research institutions, as well as Haitian agribusinesses seeking to improve their operational effectiveness in production and outreach. Fonctions

Position Description:
The Chief of Party will be responsible for the overall management, including the technical, financial and administrative functions of the project. He/she will manage all national and international staff and will oversee reporting on program results and monitoring and evaluation is completed according to donor and headquarters standards. He/she will establish and maintain positive, collaborative and productive relationships with Government of Haiti, USAID, implementing partners, sector stakeholders and private sector actors.
Essential Job Functions:
•Provide overall leadership, management, and general technical direction of the project, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the project;
•Act as the key liaison with USAID/Haiti and all other counterparts, implementing partners and Government of Haiti officials;
•Provide effective management and support to local partners;
•Ensure compliance with all CNFA corporate and local partner policies and procedures;
• Oversee budgets, fund disbursal, and financial records to ensure that project expenditures are in compliance with CNFA and USAID policies and regulations.


Qualifications Requises

Required Qualifications:
•10 years of managerial experience with donor-funded development programs;
•Advanced degree in a relevant field;
•Experience managing a project of similar size and breadth;
•Experience with USAID project management (preferred) or similar work for other international donors;
•Proven record of achieving development impacts in a similar context; previous work experience in Haiti is highly desirable;
•Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders, including national and local government, donors, community‐based organizations, think tanks and universities, and the private sector;
• Dynamic interpersonal and leadership skills, with ability to manage high-level relationships and motivate staff;
• Strong skills in financial and personnel management;
• Spoken and written fluency in English and French; functional abilities in Haitian Creole preferred.
