Since 1963, ACDI/VOCA has empowered people in 145 developing and transitional nations to succeed in the global economy. Based in Washington, D.C., ACDI/VOCA is a nonprofit international development organization that delivers technical and management assistance in agribusiness, financial services, enterprise development, community development and food security in order to promote broad-based economic growth and vibrant civil society. ACDI/VOCA currently has approximately 90 projects in 40 countries.

We are seeking Institution/System Strengthening Expert candidates for an anticipated multiyear, USAID-funded agribusiness project, Support to Agricultural Research and Development Program. The project’s objective is to increase farmer’s income and resiliency in the Port-au-Prince and Saint-Marc development corridors.


Responsibilities:
• Work with the project team to catalog capacity building activities to date
• Develop a template for the Capacity Building Action Plans (CBAPs)
• Work with the organizations to fill out the “Organizational Capacity Assessment Tool” (OCAT); this tool assesses legal structure, financial management and internal control systems, procurement systems, human resources, performance management, and organizational sustainability indicators
• Using the OCAT, identify areas for organizational strengthening with the local partner
• Provide guidance to the organizations on developing CBAPs that will be used through the Life of Project (LOP). The consultant will work with the organizations to identify specific follow-up assignments for internal/external resources, design SOWs for the assignments and develop a realistic timeline/workplan for the activities

Qualifications
• Advanced degree in a relevant field (business, management, etc.)
• Spoken and written fluency in English or French, with working ability in both languages
• Proven record of achieving development impacts in a similar context
• Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders
