The Haitian Red Cross in cooperation with its partner the American Red Cross, looking for a program: “Gran NO Pi Djanm"


Objective: Following the earthquake of January 12, 2010 in Haiti, the American Red Cross (ARC) provides support to the Haitian people in their efforts to post-earthquake recovery. The Haiti Assistance Program (HAP) was established to guide the responses of the organization in relation to the earthquake of 2010 HAP activities focus on integrated community recovery; interventions related to disaster preparedness, in collaboration with the Federation of Red Crescent/ Red Cross, particularly with the Haitian Red Cross (HRC) and also with external partners.

The "Gran No. PI Djanm" program aims to increase community resilience, build stronger communities and reduce, particularly the vulnerability of targeted rural communities to external shocks from an integrated, programmatic approach can strengthen mutual impact of multisectoral work in the areas of risk reduction and disaster management, health, water and sanitation, and livelihoods. Thus, the delegation of the American Red Cross in Haiti is looking for an expert technician, experienced in water/sanitation to oversee the implementation of the hygiene promotion program of "Gran No. PI Djanm”


Fonctions

The technical expert WASH-Community Mobilizer will work under the direct supervision of the "Delegate - Program Manager"; in close consultation with the technical team of the delegation of the ARC in Haiti (health, water/sanitation, and housing/construction) and in close cooperation with the technical staff of HRC in the North, North-East and North West. He/she will be responsible for coordination and proper integration into the effective and efficient implementation of the key components of activities related to water and sanitation, such as community mobilization and education in support of WASH related activities, social mobilization for the promotion of low-cost sanitation and other activities in integrated water and sanitation in the project proposal "Gran NO PI Djanm."

The technical expert WASH-Community Mobilizer is a highly motivated and dynamic person, able to work both independently and under supervision, while demonstrating flexibility in accomplishing the various tasks required by the position.

Specific Duties and Responsibilities:

The duties and responsibilities of the technical expert in Hygiene Promotion include but are not limited to:

• Raise WASH profile of target area by implementing CLTS, PHaST and other Hygiene promotion approaches effectively. Directly or via GNPD team conduct quality CLTS and PHaST sessions in communities to ensure that target population are mobilized and adequately informed regarding health and hygiene issues related to water supply, sanitation and solid waste disposal.
• Develop health and hygiene training materials and modules, and IEC materials to support the program.
• Responsible for overall program to guiding community to developed participatory, focused and realistic Water, Sanitation and Hygiene plans. Develop and monitor and maintain data collection system to evaluate effectiveness of the program. Including regular field visits to guide WASH community mobilization process.
• Coordinate with technical staff responsible for construction of water & sanitation structures in the target areas to include hygiene aspect in design and site selection of construction activities.
• Undertake assessments/designated places in order to inform and develop terms of reference (TOR) for the various activities related to water and sanitation.
• To support the promotion of the component: latrine construction, using social mobilization and from CLTS (Led Total Sanitation Community) and PHaST (The Participatory Hygiene and Sanitation Transformation) or any other appropriate approach.
• Support the development of social systems of solid waste management, as appropriate for urban and rural communities.
• Interact closely with the Health Department, particularly with the coordinator of the hygiene promotion, in order to establish a coherent balance between advocacy and construction related to water and sanitation. Support the implementation of the sanitation component from CLTS and PHaST.
• Develop and promote the use of low-cost sanitation solutions in the integrated program to address the sanitation problems at the household level.
• Assist market supply of construction materials by creating market links between local sanitation entrepreneur’s construction material distributers.
• Provide expertise and support in capacity building including supervision, training and monitoring in the planning, management and implementation of water and sanitation programs.
• Work closely with the various stakeholders and partners to identify and resolve discrepancies in activities related to water and sanitation in targeted geographic areas.
• To submit regular reports, verbally and in writing, to the Program Manager GNPD
• Perform tasks of management, administration and coordination with other project staff as well as staff from other organizations.
• Have good skills in planning and conflict resolution.
• Having the ability to use and follow the guidelines and procedures SPHERE.


Qualifications Requises

Qualifications and Experience:

• Bachelor degree from a recognized institution relating to Nursing, Community Health, Public Health, Education, Water/Sanitation or Civil Engineering.
• Minimum 3 years of relevant experience in the sanitation sector in Haiti, preferably in rural areas.
• Demonstrated expertise in conducting training on CLTS and PHAST Methodologies.
• Professional work experience working with communities in Haiti rural areas
• Good knowledge in the concepts of monitoring and evaluation
• Very good knowledge of methods, standards and procedures for local construction.
• Have proven supervisory and capable of controlling partners water and sanitation sector experience.
• Have excellent communication skills.
• Capacity in leadership, teamwork and establishing good working relationships.
• Ability to prioritize and meet deadlines.
• Flexible and able to adapt to changes in working conditions.
• Having previously worked for the Red Cross / Red Crescent and other international humanitarian organizations.
• Experience in humanitarian assistance programs and emergency response.
• Willing and able to travel whenever necessary.
• Proficiency in written and spoken Creole
• Proficiency in written and spoken French
• Fluency in written and spoken English
