The United Methodist Committee on Relief (UMCOR) is a United States based not-for-profit organization which is registered as a non-governmental organization (NGO). UMCOR has a long operational history in Haiti. Across all its programming (livelihoods; water, sanitation and hygiene; and shelter and reconstruction), UMCOR Haiti supports community engagement. This involves extensive community-based consultation and participation as well as close coordination among project partners including the Government of Haiti (GoH) and donor partners. The overarching objective of UMCOR Haiti’s efforts is to support the Government of Haiti (GoH) in implementing sustainable post-earthquake reconstruction and development. The UMCOR Haiti Strategy which covers the period 2013-2017 takes into account Haiti’s development challenges pre-earthquake yet focuses on reconstruction and projects adequate for reconstruction given the changes in context, content, and focus of the Government of Haiti’s (GoH) “Build Back Better” agenda.
The purpose of this position is to monitor the work of construction companies contracted by UMCOR including construction of two 6 classroom school blocks , a community centre and a covered market in the Haut Damier, Cabaret area. To report daily on progress at the sites, ensure the technical specifications are followed and the quality of the work is satisfactory. The Construction Monitoring Engineer will also report any issues arising from the community, the construction company and UMCOR staff and assist in resolving them.
Fonctions
UMCOR Haiti is currently seeking a national Construction Monitoring Engineer for the PISANS program. The position is based in Cabaret with travel as needed to other parts of the West Department. The Construction Monitoring Engineer will be responsible for monitoring the work of construction companies hired to build schools, a covered market a community centeras part of the PISANS program.
The Construction Monitoring Engineer will be required to work 40 hours per week, the work may entail late afternoon and weekends according to the stage of construction. The Construction Monitoring Engineer will report to the PISANS Program Coordinator in Cabaret on a daily basis for administrative and logistical support, but on technical matters he or she will report to the Shelter and Reconstruction Coordinator in the Port-au-Prince office.
Notetransportation to and from work is not provided for this position. However, transport is however provided for business purposes during working hours (weekday and weekends).
Responsibilities and duties are, but not limited to, the following:
1. Ensure contractors complete works in accordance with the BOQs and technical designs, ontime and with respect to the budget.
2. Monitor and evaluate the program progress on a daily basis.
3. Ensure that accurate and detailed records of project matters are formulated and kept on a daily basis and all corrective action is provided to the contractor and signed off as received.
4. Conduct site assessments and surveys.
5. Ensure the contractors provide a detailed weekly workplan, oversee the implementation of that plan and report any deviation in terms of timing, quality or incidents on the worksite
6. Ensure as far as possible the security of the project, of staff, and of equipments – working with the CommunityLliaison Manager in Cabaret and alerting the Shelter and Reconstruction Coordinator of any incidents involving the contractor, the workers, the community or UMCOR staff.
7. Coordinate with school directors and the school community, steering committee and other stakeholders to ensure community questions or concerns are directed to the proper authorities for timely response – the principle responsible is the Community Liaison Manager Cabaret. This may include participating in meetings to inform the community on the goals, requirements, procedures, contributions, and objectives of the project.
8. Advise procurement committee members as requested
9. Prepare and submit daily progress reports and personal workplans corresponding to the weekly work plans of the contractors.
10. Alert the PISANS Program Coordinator and Shelter and Reconstruction Coordinator to any instances that have the potential for a negative impact on the implementation of the project or compliance with the terms of the project agreement.
11. Take overall responsibility for achieving project objectives on time and on budget and adhering to the contract and donor requirements.
12. Review of documents and other materials prepared by contractors and consultants.
13. Production of designs, technical drawings in compliance with all relevant design codes and standards, including production of BOQs, drawings and specifications, design of repairs and new construction
14. Carry out construction training as requested by the Shelter and Construction Coordinator for improving the standards of local construction.
Qualifications Requises
Must have a University degree in civil engineering, architecture or construction management,
Must have a minimum of 2 years construction experience
Must have good knowledge of local suppliers and building contractors
Must be proficient in Word, Excel, and AutoCAD
Must have good written and spoken English language skills
Must be able to follow directions and work schedule
