Organizational Context
In response to Haiti’s January 2010 Earthquake, the U.S. Government (USG) embarked on a “New Settlements Program” to help replace housing stock lost in the disaster. In close collaboration with the Government of Haiti (GOH), the USG has developed a plan to construct permanent homes and associated infrastructure on new “greenfield” sites in the Port-au-Prince, Saint Marc, and Cap Haitien “Development Corridors”.

The first and largest of these sites is Caracol-EKAM. Located in the Cap Haitien Development Corridor, the EKAM site, including roads, services and 750 housing units, has been constructed with funding from USAID. The land on which the homes are located has been authorized by the Ministry of Finance as a social housing site, under the jurisdiction of the Government’s Entreprise Publique de Promotion de Logements Sociaux (EPPLS) unit. The new homes are intended for households displaced by the 2010 earthquake, as well as other vulnerable households living in sub¬standard or at-risk housing conditions. Since August, 2013, Global Communities has implemented the USAID-financed Community Development Program (CDP) which seeks to select beneficiaries, facilitate their move-in, build community cohesion, strengthen management capacity of EPPLS to manage the site, and provide short-term site maintenance services.


Fonctions

Duties and Responsibilities:

Develop Ekam site for commercial activities:
• Coordinate with Land Use Planning consultants to produce marketing materials to attract tenants.
• Create partnerships with local private sector to develop empty lot sites on Ekam for commercial activities.
• Liaise with the relevant Chambers of Commerce in the North to ensure buy in and interest in commercial development of Ekam site.
• Meet with and develop interest of local businesses in Cap Haitian in Caracol EKAM site
• Conduct a expression of interest to develop commercial sites on Ekam, using an inclusive, transparent and open process
• Work closely with EPPLS to ensure the legal framework for leasing to commercial entities is in place.
• Establish process for ensuring that firms’ construction plans meet design and technical guidelines.

Develop Ekam site for private housing:
• Work with potential partners such as the University Roi Christophe in Limonade, Sonapi, and AgriTransfer to develop potential to develop private housing on Ekam site.
• Work with EPPLS to ensure the legal framework for leasing to private individuals is in place.
• Establish an inclusive and transparent process to establish additional private housing on Ekam site.

Manage the urban planning team:
• Work with the land use planning consultants to plan the empty lots on Ekam for all activities
• Manage the land use planning consultants to ensure stakeholders are interested and engaged


Qualifications Requises

Job Requirements:
• Academic Requirements: Bachelors degree in the field of development, economics, or related fields required, Masters preferred.
• Experience: Five years experience in humanitarian/development programming, and demonstrated experience in developing private public partnerships. Program management experience. Experience working in Haiti for at least a year is required.
• Languages: Fluency in oral and written English and French required.
• Competency: With the ability to accept personal responsibility, but also operate as a member of a team.
• Computer skills: Proficiency in current office software applications (MS Word, Excel, etc).
