Introduction

The AVANSE project is looking for a Deputy Chief of Party (DCOP) to assist with overall technical direction and performance of the project. The DCOP shall provide high level guidance and routine oversight to the entire technical team in collaboration with the Chief of Party (COP), and provide in-depth technical leadership in areas such as agriculture, agribusiness input voucher programs, and private sector investment. Likewise (s)he will also work closely with the Operations team to ensure the smooth functioning of internal service provision. The DCOP shall serve as acting COP in the absence of the COP, with all technical, administrative and operational responsibilities implied.


Fonctions

• Work with COP to set strategic direction across breadth of the program; serving as one of the principal members of the project’s core management team;
• Responsible for day-to-day technical coordination between the project’s components;
• Provide in-depth technical leadership and guidance to the project’s IR technical leads, covering areas such as agriculture, agribusiness, and natural resources management;
• Help craft project strategies for meeting the project’s objectives and targets, as set forth in the project design, contract and deliverables schedule;
• Work with the Information Analysis and Environmental Component (IAEC) to conduct on-going technical assessments of the project’s field interventions on a rotating basis to determine impact;
• Responsible for ensuring optimal performance of the technical team leaders and IAEC functions, regularly evaluating the performance of the program activities;
• Ensure technical component progress to meet work plan and monitoring and evaluation (M&E) targets;
• Liaise with Operations Team, and its Grants and Accounting teams to ensure procurement functions effectively support technical activities;
• Prepare regular progress reports detailing program results against strategic objective and intermediate result indicators; assisting in the preparation of quarterly and annual reports;
• Served as the key Liaison with Government of Haiti (GOH) stakeholders and local implementing partners; also leading engagements with USAID staff as delegated by COP;
• Assist team with preparation of annual and activity work plans as set forth in the project contract and deliverables schedule;
• Assist the COP to identify potential partners through formal and non-formal networking means;
• Oversee team in the preparation of necessary technical and implementation-oriented documents, including routine and extraordinary reports, RFA and RFPs, subcontract and STTA SOWs, concept papers and others as identified by the client and COP – directly drafting as necessary;
• Ensure that project deliverables are technically sound, of highest quality, delivered on time, and meet specifications as either set forth by the client or the COP;
• Manage and be responsible for the performance of senior staff as assigned by the approved organizational chart;
• Serve as acting COP in the absence of the COP, with all technical, administrative and operational responsibilities implied;


Qualifications Requises







• Minimum 15 years of relevant professional experience in agriculture, value chain development, economic growth or other related areas;





• Preferred 8 years relevant experience technically leading team(s) on agricultural oriented donor projects covering such areas as crop production, innovative technologies, irrigation, seed multiplication, post-harvest handling, staple crop storage, and agricultural investment analysis;





• Demonstrated prior experience in donor program management, including hands-on experience with program budgeting, work planning and reporting;





• Minimum a bachelor’s degree in a relevant field (business, economics, etc.); advanced degree preferred;





• Demonstrated understanding of the Haitian context strongly preferred;





• Proven record of achieving development impacts in a similar context;





• Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders;





• Strong interpersonal and leadership skills;





• Excellent verbal and written communication and report-writing skills in French and English;





• Spoken and written fluency in English and French required; knowledge of Haitian Creole required.
