Introduction
The US Agency for International Development (USAID)-funded Appui à la Valorisation du Potentiel Agricole du Nord, à la Sécurité Économique et Environnementale program (AVANSE) is a five-year, $87.8 million project designed to catalyze inclusive, sustainable economic growth in a potentially highly productive agricultural area. The program is based in Haiti’s Northern Corridor / Cap-Haïtien and works to increase agricultural incomes.
The AVANSE Project team is seeking a highly motivated and skilled individual with specialist subcontracts experience related to infrastructure building to join its Grants and Subcontracts team. The ideal candidate will be able to oversee a wide variety of matter areas. The Infrastructure Subcontracts Officer will provide support with the oversight of all aspects of AVANSE subcontracts activities as they relate to Infrastructure through his support for the effective implementation of the Project
Fonctions
The Infrastructure Subcontracts Officer will be responsible for the following detailed tasks, but not limited to:
• Collaborate with technical staff in preparing Request for Proposals (RFPs)
• Oversee solicitation and proposal evaluation processes and ensure USAID fair competition standards are met.
• Ensures compliance with established internal control procedures, donor regulations, and Haitian Law as they relate to fair competition, transparency and accountability practices.
• Participate in subcontractor negotiations including subcontractor provisions; and prepare negotiation memoranda;
• Ensure proper monitoring of project’s subcontractors activities;
• Oversee and regularly control the record management system to ensure soundness and completeness of records.
• Undertake other tasks as required.
Qualifications Requises
• 5-8 years of progressive professional experience in subcontracts administration, preferably in civil engineering.
• Excellent knowledge and experience administering USAID funded subcontracts,
• Experience writing quality solicitation documentation including RFPs, SOWs, evaluation reports, as well as subcontracts and other fundamental documents.
• Excellent writing skills required. Will be required to produce documents in French and English.
• Well organized and detail-oriented with experience in meeting tight deadlines.
• Fluency in Haitian Creole, French, and English required.
• University degree in a relevant field.
