PROJECT DESCRIPTION:
The Leadership, Management and Governance Project in Haiti (LMG/Haiti) is a three-year project (2012-2015). With USAID funding, LMG is working to strengthen the Haitian health system by building the leadership, management and governance capacity at the central level of the MSPP. The project’s key initiatives include:
• Establishing a contracting function in the MSPP for essential health services through the implementation of the MSPP’s national results-based financing strategy;
• Strengthening the MSPP’s capacity to regulate, manage and monitor the health system;
• Strengthening the performance of Global Fund grantees and the State National Hospital; and
• Building the communications capacity of the MSPP.


Fonctions

OVERALL RESPONSIBILITIES:
The Senior Finance Analyst II supports the Project Director in developing and monitoring the project’s budget. He/she is responsible for finance management and the relationship between the project and the COMU. He/she is responsible for the preparation of financial reports due to USAID with input from the home office; The Senior Finance Analyst II will work with the COMU and the finance management team in the home office to ensure compliance with financial and administrative requirements of USAID and MSH. He/she will protect the financial and physical assets of MSH, LMG/Haiti, and USAID against fraud, loss and misuse. He/she will ensure that all expenditures in Haiti are conducted in accordance with the standard accounting principles and cost principles of MSH, the LMG/Haiti Project and USAID. He/she will ensure that all costs are reasonable and essential to complete the project LMG/Haiti and complete the mission of MSH.

SPECIFIC RESPONSIBILITIES:
1. Lead project annual budget development process, with support from home office finance staff. This includes working with project staff to develop budgets for technical activities, managing the annual work plan and life-of-project budget and ensuring compliance of program expenditures with approved budget.
2. Develop and manage system for monitoring the financial performance of the LMG/Haiti project; prepare pipeline reports, quarterly financial reports and communicate over/under expenditure to Project Director and home office liaison.
3. Perform routine financial analysis on program expenditures, documenting and monitoring overall performance, analyzing trends, and identifying gaps to ensure program spending provides the best value.
4. Facilitate program implementation by linking program activities with the needed human, financial, and logistical resources.
5. Manage USAID and other donors’ financial reports (including cost share), as necessary and in compliance with MSH and donors’ accounting standards.
6. Supervise finance support staff, as necessary.
7. Ensure that all project expenditures are properly authorized, and task and subtask codes are correct before submitting to COMU.
8. Manage project efforts to achieve cost share requirements.
9. Monitor with the MSH-Haiti accounting unit the project’s cash flow, including funds transfers from MSH headquarters, local currency exchange, and petty cash, as per MSH policies and procedures
10. Manage the project’s Standard Operating Procedures (SOPs), promoting compliance with the project’s terms and conditions and ensuring project spending that provides the best value. Upgrade existing procedures and draft new ones when necessary.
11. Orient new staff on project SOPs and provide refresher SOP trainings for existing staff.
12. With support from MSH/HQ and as part of regular voucher analyses, aid in enforcing existing written policies on internal control systems for procurements, inventory maintenance and asset use which will ensure compliance with MSH policies and standards.
13. Maintain controls over project’s fixed assets such as vehicles, with the assistance of the operations staff. In coordination with COMU, manage the maintenance of controls on MSH inventory such as furnishings and computer equipment, in accordance with MSH and donor standards for inventory tracking.
14. Develop, document, disseminate and monitor the accounting procedures of the organization and the requirements of the project financial reports in collaboration with the home office.
15. Review and verify all local travel authorization forms by LMG/Haiti staff to ensure compliance with the project’s workplan and budget before they are approved by the Director
16. Check project staff advances and reimbursement before sending to COMU for processing. In coordination with the COMU, ensure that pre-numbered documents such as issuing vouchers, purchase requisitions and purchase orders are available at any time to avoid stock-out.
17. Maintain the integrity and confidentiality of all LMG/Haiti administrative and financial documents.
18. In coordination with the COMU, provide other operational support for LMG/Haiti, including but not limited to: logistical support for managing the workspace and facilities management (with other employees), documentation of new policies and procedures of the project, and other support functions as assigned.
19. Perform other duties and functions assigned according to the needs of the organization.


Qualifications Requises

QUALIFICATIONS
• Bachelor’s degree in Business Administration, Accounting, or a similar field and 4–6 years of relevant work experience. OR
• Master’s degree in Business Administration, Accounting, or a similar field and 2–4 years of relevant work experience.
• Experience in managing programs funded by the U.S. government, preferably USAID.
• Fluency in English and French.
• Experience in managing administrative staff and office operations
• Advanced spread sheet skills required. Familiarity with accounting or business information systems software strongly preferred. Database skills desired. (Microsoft Office applications preferred).
• Advanced computer skills in MS Office (especially Excel) and other software management strongly preferred (e.g., QuickBooks);
• Demonstrated competence to assess priorities and manage a variety of activities on time with attention to detail and quality.
• Ability to work independently and proactively in the context of significant change, critical thinking, and dealing with complex situations.
• Understanding of the principles of adequate documentation and of audit, and of the procedures necessary to ensure audit compliance.
• Ability to create and monitor budgets and prepare financial reports for donors.
• Experience managing financial and accounting information in a dynamic and confidential environment. Comfort with moderately complex financial situations preferable.
• Strong leadership, mentoring, management, analytical and organizational skills demonstrated by ability to work both independently and within a team, assess priorities, and manage a variety of activities with attention to detail.
• Excellent interpersonal skills with demonstrated ability to interact professionally in a culturally and linguistically diverse environment capacity.
• Excellent research and problem solving.

Please note this is a local position paid in local currency according to MSH-Haiti Salary Scale.
