Introduction

PROJUSTICE seeks a Reporting Officer & Contracts Assistant for a USAID-funded rule of law project in Haiti. Candidates must be fluent in spoken and written English, have significant working knowledge of French and specific experience working on USAID-funded projects.

Project Overview
PROJUSTICE is a rule of law project in Haiti funded by USAID and implemented by Tetra Tech DPK. PROJUSTICE provides technical and logistical support to local judicial authorities; free legal assistance to indigent people through the services of local bar associations; mediation training, and civic and legal education seminars to civil society organizations in marginalized communities throughout Haiti.


Fonctions

General Responsibilities
The Reporting Officer & Contracts Assistant, working under the direction of the project management team and with the technical staff, will draft all project reports and tables for submission to USAID or for internal analysis. The Reporting Officer & Contracts Assistant will also assist the Monitoring & Evaluation (M&E) Officer in the correct collection, coherent organization, and presentation of all relevant project performance data with clarity and assist with the preparation and management of local consultancy contracts and subcontracts.

In particular, the Reporting Officer & Contracts Assistant will have the following duties:
 Draft weekly, monthly, quarterly, and annual reports, as well as thematic reports
 Assist in preparation of project’s briefing materials, success stories and scene setters.
 Assist in data collection, performance monitoring, and all reporting of project activities.
 Produce reporting tools and templates.
 Lead, direct and train the technical project team at regular intervals on the nature of information required from them for preparing relevant reports.
 Conduct monitoring visits to project activities and provide feedback to technical team on findings to help team strengthen program reporting.
 Participate in project performance review meetings and discussions with USAID.
 Assist the M&E Officer with drafting tables related to Performance Management Plan (PMP) data and assist in preparation of project’s technical review and Data Quality Assessment.
 Assist project management with the drafting and follow up of contract for local consultants and sub-contractors, including milestones achieved, progress reports and timely submission of deliverables. Notify the management team when a deliverable is not achieved on time in order to issue a contract modification.
 Ensure collaboration and synergies with other areas of project activities.
 Perform any other related tasks assigned by the management team.


Qualifications Requises

• Five years of experience in handling reporting and drafting contracts for USAID funded projects, preferably in the rule of law, justice sector, and/or civil society areas.
• Degree in law, management, public administration, international development, or related field.
• Strong background in the management and/or implementation of US government-funded programs.
• Demonstrated reporting, writing, communication, and relationship management skills.
• Proven ability to develop and work within approved work plans and Performance Evaluation Monitoring Plans, and meet goals within agreed timeframes.
• Advanced computer skills required.
• Fluency in English and significant working knowledge of spoken and written French


Conditions de travail

This position is at FSN 9 in the USAID local compensation plan of May 2010.
