PROJUSTICE seeks a Monitoring and Evaluation (M&E) Officer for a USAID-funded rule of law project in Haiti. Candidates must be fluent in spoken and written French and English and have specific experience working on USAID-funded projects.
Project Overview
PROJUSTICE is a rule of law project in Haiti funded by USAID and implemented by Tetra Tech DPK. PROJUSTICE provides technical and logistical support to local judicial authorities; free legal assistance to indigent people through the services of local bar associations; mediation training, and civic and legal education seminars to civil society organizations in marginalized communities across Haiti.

General Role
The monitoring and evaluation of PROJUSTICE’s programs allows project management and USAID to evaluate overall project performance by monitoring a variety of custom indicators and F indicators and enable timely adjustments.
Indicators quantify all facets of project goals and objectives as set forth by USAID in the project’s performance monitoring plan (PMP), work plan, and Milestone Plan. The M&E Specialist is responsible for correctly collecting, coherently organizing, and clearly presenting all relevant project performance data with clarity, and drafting all M&E reports, tables, charts, graphs, and visual presentations for submission to USAID or for internal analysis.
General Responsibilities
The M&E Expert will work with the project management team and technical staff to carry out the following duties:
• Design and maintain the standard reporting forms, data tables, graphs, and charts that structure the M&E section of the Work Plan and reports to the client USAID;
• Where needed, determine the performance measures most appropriate and useful to the project and most relevant to effective program management;
• Evaluate the various project deliverables and track their progress against the work plan, PMP, and Milestone Plan;
• Participate in developing and implementing program strategy, including making the necessary adjustments or refinements to the PMP, Work Plan, Milestone Plan, or performance indicators;
• Assist and train project staff in Port-au-Prince and in the target jurisdictions on data collection, performance monitoring, and reporting;
• Ensure that monitoring and reporting personnel at counterpart organizations or sub- contractors have the appropriate methods, systems, and capacity to support the PROJUSTICE information flow, and if not, assist with building their capacity.
• Develop appropriate tools and templates to facilitate monitoring and evaluation with an emphasis on Data Quality Assessment (DQA) collection methods, measurement, files and reporting.
• Establish rapport and maintains an ongoing relationship with the USAID monitoring and evaluation team;
• Works closely with the PROJUSTICE’s personnel to ensure project results are properly presented and communicated to project partners, USAID, and the public;
• Where needed, produce portions of reports of PROJUSTICE’s activities and progress to communicate to client, partners, the Tetra Tech DPK (Tt DPK) home office, and the public;
• Draft PMP reports summarizing indicator progress, and weekly, monthly, quarterly, annual and end-of-project reports and tables related to PMP data;
• Produce and present monitoring instruments, briefing materials (such as power point presentations), reports, factsheets, brochures, charts, tables and scene setters for activities, as requested and at times on very short notice;
• Follow up the implementation of any subcontract, determines whether the established milestones have been met before authorizing payment, and ensures that progress is measured and reported in relevant M&E instruments;
• Actively assist in the drafting and editing of Weekly, Monthly, Quarterly, Annual and thematic reports;
• Assist with the preparation of project briefing materials, and scene setters;
• Select and drafts monthly success stories; and
• Produces Monthly Calendar of Activities and related updates that the project shares with USAID
Qualifications Requises
Requirements
• Five years of M&E experience with USAID funded projects, preferably in the rule of law, justice sector, and/or civil society areas
• Degree in law, management, public administration, international development, or related field
• Strong background in the management and/or implementation of US government-funded programs
• Demonstrated reporting, writing, communication, and relationship management skills
• Proven ability to develop and work within approved work plans and Performance Evaluation Monitoring Plans, and meet goals within agreed timeframes
• Advanced computer skills required
• Fluency in spoken and written English and French
