OVERVIEW: The Leadership, Management and Governance Project in Haiti (LMG/Haiti) is a three-year project (2012-2015). With the funding of USAID, LMG is working to strengthen the Haitian health system by building the leadership, management and governance capacity at the central level of the MSPP. The project’s key initiatives include:
• Establishing a contracting function in the MSPP for essential health services through the implementation of the MSPP’s national results-based financing strategy;
• Strengthening the MSPP’s capacity to regulate, manage and monitor the health system;
• Strengthening the performance of Global Fund grantees and the State National Hospital; and
• Building the communications capacity of the MSPP.
To support the MSPP in its oversight role of the health system, LMG/Haiti is providing technical support by embedding technical advisors at the MSPP and is financially supporting activities to reinforce the leadership, management, and governance capacity of the MSPP central directorates to better regulate, manage and monitor the health system.
Within this context, MSH seeks a Capacity Building Advisor to provide direct technical support to the MSPP in the areas of organizational and capacity development.
Fonctions
RESPONSBILITIES: The Capacity Building Advisor is part of LMG/Haiti’s Organizational and Capacity Building team that is responsible for reinforcing the leadership, management, and governance capacity of the MSPP central directorates to better regulate, manage and monitor the health system. The Capacity Building Advisor will work with team members, under the supervision of the Senior Technical Advisor for Organizational and Capacity Development, to:
1. Conduct organizational capacity assessments and develop action plans for client organizations.
2. Work with the MSPP to develop a coordination mechanism between the UCP, national programs and MSPP central directorates, in collaboration with the Principal Technical Advisor for Policy, Governance and Advocacy toward the integration of health services. .
3. Collaborate with MSPP central and departmental directorates to ensure that they are informed on the UAS concept and implementation plan.
4. Provide support to the DOSS to train MSPP central and departmental directorates on the updated referral and counter-referral tools. Collaborate with the LMG/Haiti policy, governance and advocacy team to elaborate and update tools necessary to strengthen the governance capacity of the MOH.
5. Collaborate upon request with the contracting unit and the policy-making team to conduct capacity building activities with LMG’s clients
6. Participate in LMG global activity to share experiences and provide technical expertise in its competency through participation in technical team, webinar sessions
7. Support the UADS in the revision of the supervision Manual and all activities that may be related to strengthening the supervision capacity of the central MOH .
8. Document and elaborate success of the activities conducted
9. Any other activities that will support the Project to achieve project goals.
Qualifications Requises
1. Advanced degree (Masters) in Public Health, Organizational Development, Health Economics, Health Management or related field required and at least three years of related experience. Candidates with a Bachelor’s degree and at least six years of related experience will also be considered.
2. Demonstrated experience in health systems strengthening, particularly in the areas of capacity building and organizational development.
3. Well-developed planning, implementation, and project management skills, with experience working in a developing country setting with flexibility to adapt to changing priorities and deadlines.
4. Experience with public health and leadership, management and governance projects supported by bilateral agencies such as USAID and international agencies such as the World Bank, preferred.
5. Experience building and maintaining partnerships, particularly interacting productively, proactively, and comfortably with varied groups and organizations.
6. Strong interpersonal skills coupled with excellent communication skills: verbal, written, listening, presentation, and facilitation.
7. Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
8. Fluency in French required and Creole desirable; additional fluency in English preferred.
9. Relevant global experience and previous experience in public health work in Haiti is beneficial.
10. Willingness and ability to travel within Haiti as needed.
