DATA QUALITY AND INFORMATION SYSTEM OFFICER / PQL
PORT-AU-PRINCE
I. Job Summary
The Data Quality and Information System Officer (DQIS), reporting to the Knowledge and Learning Advisor, will play an integral role in CARE Haiti’s Program Quality Unit as s/he will be responsible for developing and maintaining an updated data collection process and ensuring the quality of data which will guarantee the quality of M&E plan application in each sector or program and will support the learning process through themes based, for instance, on M&E, Gender and Empowerment, Accountability and Governance and other researching themes.
S/he will support CARE’s commitment to develop and implement program and/or project in an effective and efficient way by designing and developing tools (database, questionnaire, map…) for tracking the level and the quality of realizations to achieve goals and impact level, by conducting survey and supporting in the analysis process for studies and evaluations, by developing process to validate data and by facilitating reporting process and general use of data.
S/he will work in close collaboration with other members of the Program Quality and Learning Unit (PQL), Program Coordinators and Managers, all M&E Staff and Accountability and Governance and as necessary Field Staff.
The principal responsibilities will fall into five primary categories: 1) strategy, knowledge, and learning; 2) program development and technical assistance; 3)Emergency Preparations & Response.
As a member of the PQL team, the position will contribute to supporting the Country Office transition from a project to a program approach. It is envisioned that this will be achieved through a hands on approach that will require a high level of skill in leading teams, coaching and mentoring, and an ability to influence and facilitate change through outstanding interpersonal and communication skills.

DATA MANGEMENT
• Build, maintain and manage a system for the CO which allows better integration of information and improve coordination.
• Elaborate and follow up on a data quality procedures (collection,. Including data verification, training, capacity building and organizationfor management and field staffs.
• Elaborate and follow up on a database procedure (link with M&E plan, tracking indicators, implementation progression and impact level…)
• Support survey or other data collection for studies on special themes and program/project evaluation (develop questionnaires, sampling method, organize and supervise survey, produce tables, support analysis…)
• Promote and facilitate the use of technology in the data collection process (data collection on tablets or Smartphone, use of online platform…)
• Ensure the data quality of program/project by making regular control and providing advice

Job Responsibility #2
TECHNICAL SUPPORT
Resolve any issue with database programming and geospatial information system (GIS);
• Conduct capacity building for M&E Staff, Coordinators, Managers and others staff (based on the CO or on the field) for the use of database, tablets, PDA, Smartphone, geospatial information system (GIS) or other technology tools for data collection;
• Diagnose faults or compliance in the management system database and correct them
Lead the data collection design and process during project design (M&E aspects), baseline, midterm and final evaluations related to data quality procedure developed;Support all program to update CHARM
• Develop database for program or support the elaboration of TOR for database development and supervise the process related to database procedure developed if required.

. Ensure the implementation of the gender equality promotion strategy within the framework of the project
Ensure quality participation of women and men involved in the project and the collection of related disaggregated data.

This position is supervised by the PQL Director and Unit.

Qualifications Requises
VI. Qualifications, (KNOW-HOW)
Required:
• Minimum 3 years of experience in the monitoting and evaluation field preferably with an international donor or technical agency.
• Familiar in designing, working and fixing different types of databases (access, Visual Basic, SQL, Oracle, SGBD…);
• Familiar in conducting survey, developing questionnaire for studies and evaluations and preparing tabulation plan;
• Familiar in using software for creating maps and manage GIS databases (ARCGIS, GEODA…)
Desired:
• Experience in conducting and/or overseeing qualitative studies;
• Past experience in elaboration of PMP for important donors funded projects.
• Past Experience in project senior management team.
