Supervises : N/A but matrix line with affiliate MEAL and program staff.

Purpose of the function
The Oxfam International Monitoring and Evaluation Coordinator is responsible for the promotion of CAMSA Coördinator (Common Approach to MEL and Social Accountability). CAMS is a collaborative, effective, results-based and accountable Monitoring, Evaluation, Learning and Social Accountability practice at the programme level for Oxfam International in Haiti. The post will be responsible for the development of MEAL Systems for the Oxfam Country Strategy (CAS) and resulting programs, and establishing and technically improve a system to integrally monitor, evaluate, and document learning from all programs and their impact. The MEAL Coordinator will support CLT and Oxfam program staff/teams and partners to design and implement a MEAL system that fulfills Oxfam’s program standards.
Oxfam wants to be a confederation able to harness evidence from multiple programs and countries demonstrating Oxfam’s contribution to change. To do that, Oxfam needs to ensure that the MEL systems we have are producing the evidence that we need. CAMSA- the common approach to MEL and SA - aims at providing teams with an agreed platform to improve MEL practice in a collaborative way. Oxfam currently has a multitude of systems; with a “One Oxfam” organization, this becomes increasingly important. Oxfam in Haiti wants to design an approach that would improve the quality of our MEL work, be adaptable to different contexts, empower staff and strengthen our credibility. These MEL practices also allow us to lay a foundation for 2013-19 Oxfam Strategic Plan enabling goals of enhanced Program quality, monitoring, evaluation and learning, strengthened accountability and foremost demonstrate that we achieve changes.
Main tasks of the function
1. Within the framework of the CAS, CAMSA and Oxfam Program Standards, develop program specific MEAL objectives and support the relevant Programme teams to implement them. This will involve work across the following areas:
Planning; Monitoring & Evaluation; Reporting & Learning; Capacity Development for Oxfam staff and partners; Systems & Tools Development; Coordination of MEAL activities; Technical Backstopping to programmes & partners, ensuring women’s rights, influencing in MEAL systems and showcasing and demonstrating changes brought by Oxfam programmes
Enable teams working on Oxfam programs to assess their current level of adherence to CAMSA standards, to develop an action plan on moving towards implementing the standards and setting milestones for achievement.
2. Assist the CLT to coordinate the elaboration of the joint annual operational plans and budgets of the country and its programs for MEAL, monitoring progress towards achieving program objectives -also by measuring outcome and impact against recognised indicators-, (mid-) annual reporting to Programme Governance Group.
3. Stimulate and support learning and information sharing across the country programs and between affiliates, also for (re-adjustment of) planning.
4. Provide Technical support to Programme Teams for the different MEAL activities and where necessary for larger projects (which may involve multiple affiliates), provide technical support on developing MEAL frameworks.
5. Assist the CD and CLT to coordinate the CAS reporting function.
6. Operate the CAS report tracking tool and assist the CLT and a program team to follow up on the implementation of the improvement plans emanating from the regular program standards assessments. Identify local and regional opportunities for learning and knowledge sharing, and for lobby & advocacy. Pro-actively initiate and maintain contacts with peers, Oxfams and other relevant stakeholders.
7. Provide technical advice to strategic and operational OI program reviews. Ensure high quality programme planning, monitoring and evaluation including regular field visits, periodic reviews, communication of progress and results and knowledge management.
8. Ensure compliance between, the operational model, the CAS and JRAS in the objectives/outcomes.

The Jobholder is expected to have high-level experience in coordinating multiple teams with various levels of MEAL knowledge and is able to influence teams to use the tools.

S/he must be available to travel internationally, if and when required

Qualifications Requises
Required knowledge level & Education requirements
Education: •
Work and educational level: Bachelor/ Masters degree in International Development, Economics, Project management or closely related field, with specialized training in monitoring and evaluation and the use of advanced technology or a combined professional qualification and sound experience.
Required work experience: 5 or more years experience and specialized training in monitoring and evaluation or a combined professional qualification and sound experience.
Competence in written and spoken English, French and Creole is required, Spanish is desirable
Other Experience and Core Competencies.
1. A minimum of three years of direct, “hands-on” working experience in designing Learning, and monitoring systems incuding at strategic level.
2. Ability to lead and oversee the implementation of and monitor and evaluate programs & projects.
3. Able to take initiative and exercise sound judgment.
4. Ability to coordinate multiple teams, multi task and not be pressured by the complexity of this
5. Analytical abilities, particularly in the areas of learning, and capacity development/transfer;
6. Ability to manage multiple tasks in an effective, pro-active and timely manner
7. Ability to work under pressure and deadlines.
