Job Title: Monitoring and Evaluation Specialist

General Description
Background: The Pan American Development Foundation (PADF) is recruiting a Monitoring and Evaluation (M&E) Specialist. The primary duties of the M&E Specialist will be to execute the M&E plan in accordance with donor requirements, complete sectorial analyses, and review and increase effectiveness of M&E activities.

Specific Duties include:
• Develop and manage project M&E systems and ensure program quality.
• Lead the design and implementation of M&E methodologies for project baseline studies, assessments, evaluations, research, and other studies.
• Develop project-wide mechanisms to measure and document progress on indicators and achievement of targets, as well as lessons learned and best practices.
• Collaborate with program staff, relevant government agencies, and other stakeholders to collect and analyze data from project activities, and secondary data as relevant, to inform project progress and development of annual plans.
• Conduct supervisory visits to field sites to observe, monitor, and provide guidance and support to ensure that quality data is collected and analyzed regularly and effectively.
• Produce timely and high quality M&E reports, and contribute to development of regular performance reports.
• Assess effectiveness of the M&E plan to inform management decisions on plan revisions;
• Perform quantitative and qualitative data analysis to compare planned/projected verses actual results;
• Ensure harmony between all M&E documents and all other project timelines, goals, and documents;
• Liaise with project personnel to ensure collective understanding and maximum effectiveness;
• Periodically liaison with the donor M&E officer to assure harmony with reporting on agreed upon indicators;
• Oversee and coordinate all M&E activities, including those with outside contractors;
• Present relevant M&E findings to inform management and educate stakeholders.

• Significant experience in a senior M&E position responsible for implementing M&E activities on international development projects.
• Demonstrated M&E expertise in World Bank, IDB, GOH projects and requirements;
• Bachelors or Master’s degree in statistics, demographics, social sciences, international development, economics, or related field.
• Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
• Experience designing and managing beneficiary monitoring and database systems.
• Experience in strategic planning and performance measurement, including indicator selection, work with technical team to set targets, reporting, database management, and developing M&E and/ performance monitoring plans.
• Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
• Experience in planning and managing surveys, developing and refining data collection tools, and data quality assessments.
• Proven ability to prepare clear, concise reports with graphics; extraordinary attention to detail.
• Fluency in French and English is required.
• Good interpersonal relationships.
• Five years of relevant professional experience;
