Introduction
The US Agency for International Development (USAID)-funded Appui à la Valorisation du Potentiel Agricole du Nord, à la Sécurité Économique et Environnementale program (AVANSE) is a five-year, $87.8 million project designed to catalyze inclusive, sustainable economic growth in a potentially highly productive agricultural area. The program is based in Haiti’s Northern Corridor / Cap-Haïtien and works to increase agricultural incomes.
The AVANSE Project team is seeking a highly motivated and skilled individual with full life cycle general human resources experience to join its Human Resources team. The ideal candidate will be able to oversee a wide variety of matter areas. The Human Resources Manager will implement the full range of HR functions necessary to support effective people management within the Project.
Fonctions
Specific Tasks:
The Human Resources Manager will be responsible for the following tasks, but not limited to:
Performance and Staff Development
• Facilitate the performance development processes, probation review process, and the establishment of staff goals and objectives;
• Establish calendar and process for completing quarterly and annual employee performance evaluations. Train supervisors charged with conducting evaluations of staff members in their units, and monitor compliance with the process;
• Track employee performance reviews to align individuals’ goals with the project;
• Assist with the planning and conducting of HR related trainings (Ethics, etc.)
Benefits and Retention
• Administer benefit programs and entitlements such as private health insurance (AIC), public pension plan (ONA) and public insurance (OFATMA), and payroll;
• Survey market benefit data and compare/report differences with AVANSE benefits and compensation plans;
• Liaise directly with the accounting/administration departments regarding payroll, miscellaneous financial benefits, and payments to HR related services vendors (insurances, job postings, etc.);
• Collect and review timesheets ensuring of completeness and correctness;
• Oversee employee separation processes and related documentation; conduct exit interviews to determine reasons behind separations;
• Assist with the proposal and implementation of staff welfare programs and activities.
• Counsel management on employee related issues and assist to implement corrective actions.
• Recommend initiatives to control absenteeism, plan vacations, and reduce employee turnover;
• Calculate and prepare all final payments to departing staff.
Policy Management
• Ensure that FTFNC and DAI home office human resources policies and procedures are enforced;
• Advise management and employees as necessary on all HR policies and procedures (including contracting, benefits, promotions, performance reviews, security, and ethics)
• Identify legal requirements and government regulations affecting HR functions and provide advice to managers and employees ensuring of the consistent and compliant application of policies, procedures, and practices.
• Update internal policies and procedures and conduct regular filing audits ensuring systems are correctly followed.
• Assist management with staff welfare issues related to working conditions and team dynamics to suggest HR best practices.
Employee Information Management
• Manage and maintain HR filing and reporting systems that meet government and organizational needs (compensation and benefit plans, staff bio data, performance reviews, trainings, attendance, disciplinary actions, and exit records).
• Submit regular reports and reminders to employees and managers such as contract end dates; leave balances, probation, etc.
• Ensure personnel files for all staff are updated under strict confidentiality.
• Establish and maintain a database of all employee contracts with contract start dates, expiration dates and information on starting salary and increases using DAI home office template.
• Prepare, maintain, and submit internal and external reports, as required.
• Disseminate information and documentation related to human resources.
• Route messages and information to appropriate individuals;
General
• Supervise recruitment and hiring process;
• Coordinate and supervise the preparation of employment and services agreements;
• Assist in the processing of all relevant documentation relating to recruitment, contract extensions, probation periods, evaluations, disciplinary actions, payroll, and separation of staff.
• Track and process all leave requests with direct supervisory approval;
• Provide employees and managers with an available first point of contact for questions and guidance on fundamental HR topics and issues
• Supervise HR staff; manage their work and provide clear direction and regular monitoring and feedback on performance.
• Gather, analyze, and interpret data in order to support HR strategy and effectiveness.
• Promote cooperative professional relationships with employees, partners, clients, and others.
• Stay abreast of new trends and innovations in the field of HR; recommend changes or innovations where appropriate.
• Conduct investigations including; gathering, preserving, documenting, and analyzing all available information and evidence, and in some circumstances liaise with legal experts.

Qualifications Requises
• Minimum a bachelor’s degree in Human Resources, Business Administration/Management or a University degree in a relevant field is preferred.
• At least 3 years of progressive work experience in human resources preferably with international donor-funded projects, UN agencies or NGO’s. Experience with USAID projects is preferable.
• Fluency in French and Haitian Creole required; proficiency in English preferred.
• Excellent verbal and written communication skills.
• Knowledge of Haiti employment regulations preferred.
• Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders.
• Ability to work effectively in a team environment with only general direction.
• Ability to take responsibility for assignments and report on progress with minimal oversight.
• Excellent interpersonal and time management skills and ability to work effectively with diverse teams and handle many tasks simultaneously, often with inflexible deadlines.
• Knowledge and understanding of HR development practices & other issues related to HR.
Basic understanding of local employment laws and other government statutory requirements;
• Must be consultative and collaborative in approach and have proven experience in relationship
building;
• Able to prioritize and meet deadlines.
• Flexible and adaptable to changing working conditions.
Reporting: The Human Resources Manager will report to the Senior Finance Manager.
