Introduction
NOTE: Only candidates who are bilingual in both French and English with strong writing skills in the two languages will be considered for this position.
The Program and Organizational Development (POD) Department comprises 3 units (the Program Development, Monitoring and Evaluation and Organizational Development units). Since its creation in 2012, the Department played an increasingly important role in supporting Senior Management in its decision making process and strategic planning by providing relevant and timely information as well as implementing appropriate processes.
Acting like an internal consulting manager, the POD Manager is leading internal analyses and spearheading organizational development efforts across departments. S/he oversees the monitoring and evaluation of project results and ensure proper reporting to J/P HRO’s donors. Importantly, s/he is responsible for the grant development efforts of J/P HRO to a wide range of stakeholders and leads the preparation of competitive proposals.
S/he supervises the Program development/Grants Management, Monitoring and Evaluation and Organizational development teams.
Fonctions
Responsibilities:
Under the supervision of the Finance & Accountability Senior Manager the responsibilities of the Program and Organizational Development (POD) Manager are as followed:
Grants Management and Proposal Development
• Oversees the Grants Manager in her/his duties of proposal team leader and/or writer for proposals;
• Briefs the Grant Manager during the Proposal development process (conception stage) and then reviews the proposal once the GM has reviewed it and said it is ok on his/her level;
• Oversees work that Grant Manager will do in terms of overseeing the work plans for proposal development, with detailed activities and schedules and ensure that schedules are adhered to;
• Oversees the Monitoring and Evaluation Manager and makes sure that relevant information from the J/P HRO program teams are collected for proposal preparation;
• Reviews competitive proposals for adherence to solicitation requirements;
• Facilitates best and final offer negotiations, this may include negotiation of terms and conditions of awards, revisions to grant proposals and budgets;
• Liaises with the US Development team and leads weekly Program Development calls;
• Ensures the Grant Management System is regularly updated and participates to its development/improvement.
Monitoring and Evaluation
• Oversees the work of the M&E Manager;
• Oversees the implementation of key performance indicators and deliverables for both new and established projects and their monitoring throughout the duration of the projects;
• Oversees the formulation of baseline measures and targets from new projects with the relevant departments;
• Oversees the evaluations of projects that have been realized;
• Ensures the documentation of the lessons learned and best practices of the different projects;
• Participates to the development/improvement of M&E systems and tools.
Organizational Development
• Under the guidance of the Finance and Accountability Senior Manager and the Senior Management Team, the POD Manager:
• Conducts internal advisory projects to improve organizational performance, implementing all processes and procedures that will ensure J/P HRO is accountable to its donors, management and its beneficiaries;
• Actively participates (leads if requested by Senior Management Team) to the implementation of change management projects;
• Actively participates to the development of strategic tools and policies for the organization;
• Actively participates to the design and organization of trainings and workshops organized by the organization.
• The POD Manager also oversees the work of the Organizational Development Manager and of the Data Management and Information Sharing Office and completes other duties as assigned by the Finance and Accountability Senior Manager.
Qualifications Requises
Qualifications
• Master’s degree in a relevant field: project management, organizational development, international relations or equivalent (required)
• Minimum of 8 years of work experience (required)
• Minimum of 5 years of work experience in the humanitarian field (required)
• Minimum of 5 years’ experience in project management and/ or team management and supervision
• Minimum of 3 years in drafting proposals for major development agencies such as USAID, World Bank, European Union and Foundations.
• Minimum of 3 years in fostering donor relations (desirable)
• Previous work in monitoring and evaluation (required)
• Previous work in management consulting : project management; process re-engineering, Standard Operating Procedures (SOP) writing (desirable)
• First-hand knowledge of the Haitian context (desirable)
