Introduction

The US Agency for International Development (USAID)-funded Appui à la Valorisation du Potentiel Agricole du Nord, à la Sécurité Économique et Environnementale program (AVANSE) is a five-year, $87.8 million project designed to catalyze inclusive, sustainable economic growth in a potentially highly productive agricultural area. The program is based in Haiti’s Northern Corridor / Cap-Haïtien and works to increase agricultural incomes by achieving the following results:
1) Agricultural Productivity Increased
2) Watershed Stability above Selected Plains Improved
3) Agricultural Markets Strengthened
4) Capacity of Local Organizations Strengthened

The AVANSE project is looking for two Management Support Specialists (MSS) who will provide a wide range of management support to two technical components of the project.
The management support provided by the MSS’s will include keeping records; maintaining a calendar of the component’s activities; coordinating the component’s calendars with other components; interfacing with the project’s procurement, administrative and other financial offices to file the component’s operational needs and make sure the requests are being processed; tracking and documenting delivery of services and inputs to beneficiaries; and ensuring timely reporting on component activities. The MSS will report to the project’s Director of Planning and Coordination, who in turn reports directly to the Chief of Party (Project Director


Fonctions

• Develop draft of Scopes of Work/Terms of Reference;
• Liaise with the Office of Grants & Subcontracts to make sure that information required from the Component is up-to-date;
• Manage the component’s formal correspondence;
• Follow up on work plans to make sure that tasks and meetings are scheduled and that the requisite participants are invited;
• Manage the Component’s calendar; schedule and prepare materials for formal meetings;
• Take, prepare, and distribute minutes from meetings;
• Liaise between the Component’s Field Technicians the project’s Data Management & Reporting Team to ensure that field data is being collected and submitted on a timely basis to ensure real-time Monitoring & Evaluation reports;
• Follow up with teams within the Component on reports;
• Make sure that weekly reports and other reports are provided to the Communications Officer and to the Data Management & Reporting Team on time;
• Assemble information for technical reports as requested by the Chief of Party or authorized individuals;
• Assist with the preparation of reports and presentations ;
• Make sure that Component documents and reports are on time;
• Develop and maintain the Component's office filing and reporting systems;
• Perform general clerical duties including photocopying, mailing, etc. ;
• Maintain a calendar of activities for the entire Component. Help the Component Head anticipate deadlines. Schedule activities.
• Make sure that the Component's TAMIS entries are correct, complete, and up-to-date;
• Facilitate communications between the Component Head and all other Component Heads.
• Work closely with Procurement, Logistics, and Accounting/Finances as needed;
• Maintain a good knowledge and understanding of all office rules and procedures as set forth in the field office policy manual;
• Track Component activities against the project work plan;
• Maintain contact lists of partner organizations, resource providers, agencies, government contacts, and other stakeholders relevant to the Component.


Qualifications Requises





• Highly organized, able to work with minimal supervision;



• Bachelor degree in Business Administration/Management, Planning, or related field;



• At least 7 years work experience in administrative support field such as procurement, accounting, etc., preferably with international donor-funded projects, UN agencies or NGO’s;



• Fluency in French and Haitian Creole required; proficiency in English preferred;



• Excellent verbal and written communication skills;



• Computer literate (e-mail, Microsoft Word and Excel, scanning and converting files to PDF)



• Adept at formatting letters and documents and drafting formal correspondence.
