This position directs all aspects of NRECA/PPSELD’s employment, wage and salary administration, benefits administration, and regulation compliance
Fonctions
DUTIES OF THIS POSITION
Primary duties and responsibilities:
a) Maintains Position Descriptions, and modifies as needed;
b) Assist with the filling of positions to assure compliance with PPSELD policies and procedures, including proper advertising, interviewing, and selection of personnel;
c) Administer a Wage and Salary Plan, including providing of advice on performance appraisals and salary reviews;
d) Administer the employee benefit programs;
e) Develop and recommend qualification and standards for use in hiring, transferring and promoting personnel;
f) Provides direct assistance and backup to the Payroll Clerk (if applicable) for administering regular pay to employees.
General duties and responsibilities:
a) Provides accurate information and assistance to all PPSELD personnel relating to the employee benefit programs;
b) Reviews annually policies and procedures, making appropriate recommendations;
c) Develops policies and procedures as needed. Communicates additions or changes to employees;
d) Maintains knowledge of industry trends and employment legislation and insures compliance;
e) Assists in the annual review, preparation and administration of the wage and salary program;
f) Coordinates the annual performance evaluations. Monitors performance evaluation program and revises as necessary;
g) Administers classification program, which includes classifying, and re-classifying positions and writing Position Descriptions;
h) Assists appropriate departments with the posting of positions, interviewing and selection of personnel. Administers pre-employment assessment as well as background screening;
i) Initiates, guides and coordinates employee communications and training programs;
j) Processes all benefit forms and requests for information for new and existing personnel, benefit changes, dependent changes and verification of employment;
k) Administers the new employee orientation program;
l) Maintains permanent personnel records;
m) Works with staff to assist them in carrying out their responsibilities on personnel matters;
n) Maintains cooperative organization chart and employee directory;
o) Conducts exit interviews. Assures that all termination forms have been completed;
p) Assists staff with development of department goals and objectives;
q) Performs other duties as assigned by the Administration/Finance Manager.
Qualifications Requises
KNOWLEDGE, SKILLS, AND ABILITIES
Must be knowledgeable of personnel management and have the ability to work well with employees. Communication skills are very important. Ability to work effectively in a large organization and willing to accept direction from superiors. Task orientated to assure completion of tasks timely, within financial constraints, and with quality. Able to work with only limited direction.
EDUCATION AND EXPERIENCE REQUIREMENTS
Bachelors Degree in any field with at least two years work in related fields, or High School graduate with at least six years work in related fields.

a) Comprehension: Fluent in Creole
b) Travel: Limited travel, usually within PPSELD service territory
c) Physical Demands: Normal physical demands
d) Computer Skills: Must have moderate computer skills
REPORTING RELATIONSHIPS
a) Reports to: Administration/Finance Manager
b) Supervises: Payroll Clerks (when hired)
c) Coordinates with: All PPSELD employees, consultants, contractors, and agents.

PROBATIONARY PERIOD
This appointment requires completion of a three month probationary period. During this period, employee’s conduct and performance will be monitored in order to determine if the employee will be retained.
