Introduction

The United Methodist Committee on Relief (UMCOR) is a United States based not-for-profit organization which is registered as a non-governmental organization (NGO). UMCOR has a long operational history in Haiti. Across all its programming (livelihoods; water, sanitation and hygiene; and shelter and reconstruction), UMCOR Haiti supports community engagement. This involves extensive community-based consultation and participation as well as close coordination among project partners including the Government of Haiti (GoH) and donor partners. The overarching objective of UMCOR Haiti’s efforts is to support the Government of Haiti (GoH) in implementing sustainable post-earthquake reconstruction and development. The UMCOR Haiti Strategy which covers the period 2013-2017 takes into account Haiti’s development challenges pre-earthquake yet focuses on reconstruction and projects adequate for reconstruction given the changes in context, content, and focus of the Government of Haiti’s (GoH) “Build Back Better” agenda.


Fonctions

UMCOR - Haiti is currently seeking a national WASH Manager for general support to the Port au Prince WASH department. The position is based in Port au Prince with travel to project sites in West Department and as needed to other parts of the country. The WASH Manager will be the lead focal point reporting to the WASH Coordinator.

This is a full time position. Housing and transportation to and from work is not provided for this position. Transport is provided for UMCOR program purposes during working hours only.

Responsibilities and duties are, but not limited to, the following:
• Work directly with the WASH Program Coordinator to plan team work and make program decisions
• Monitor program implementation and quality of work and report program progress and achievements.
• Ensure strong communication between community members, beneficiaries and program staff.
• Coordinate with beneficiary leaders to ensure community participation and ownership.
• Organize and facilitate community meetings to inform the community on the goals, requirements, procedures, contributions, and objectives of the project and discuss any issues/problems so that they can be resolved together.
• Prepare and submit regular progress reports and work plans.
• Alert the WASH Coordinator to any instances that have the potential for a negative impact on the implementation of grants or compliance with their terms.
• Take responsibility for achieving project objectives and adhering to the proposal and donor requirements.
• Implement effectively and within time and budget WASH program as per the project proposals and project requirements.
• Attend coordination meetings in French and English.
• Develop and review project designs to ensure compliance with relevant standards, procedures, and codes.
• Develop and review BOQs and technical specifications
• Ensure accurate monitoring, evaluation, and costing reports.
• Supervise and manage effectively the daily activities of junior staff.
• Supervise contractors to ensure completion of projects within the timeframe and budget.
• Advise on procurement needs.
• Provide on-site technical assistance to staff and self-help project beneficiaries during the process of implementation.
• Assist WASH Coordinator to prepare monthly expenditure tracking report, review and monitor the budget expenditures with the Deputy Head of Mission-Program and the Finance Department each month and be prepared to explain any changes in planned spending
• Help prepare cash flow projection based on planned monthly activities.
• Conduct trainings for disaster response preparedness.
• Participate in disaster preparedness strategy development and, as needed coordinate community groups for disaster preparedness and response including distribution of non-food items
• Any other duties reasonably assigned by the WASH Coordinator or DHOM-Program.


Qualifications Requises

University degree in civil or environmental engineering or related field and two or more years of related work experience. Previous experience in staff supervision and management skills; two years’ experience in project management including monitoring and budget tracking. Previous training in Disaster Risk Reduction required. Must be flexible and willing to work independently and carry out duties as needed. Requires pro-active leadership attitude with attention to detail and excellence. The ideal applicant should be comfortable collaborating with faith-based local partners.

SKILLS, KNOWLEDGE, ABILITIES: Strong organizational ability; experience in post-disaster and emergency project management, and the ability to work independently and as part of a team; ability to work well with the local authorities in a diplomatic manner. Excellent written and oral communication skills in English, French and Creole required. Excellent interpersonal skills and proven ability to lead, influence and motivate others. Strong management skills, including the ability to delegate, oversee and coach staff is required. Experience in working with faith-based organizations is a plus.
