Futures Group is seeking a Data Demand and Use Specialist for a USAID-funded Strategic Information contract supporting the Government of Haiti. The Futures team provides a range of technical assistance including: support for the continued development and implementation of the national systems and strategic information strategy; improving information flow and existing systems to guide policy and program decisions; facilitating interoperability between disparate systems including specific efforts to harmonize and integrate laboratory, pharmacy, and electronic medical records (EMR) sub-systems.
The Data Demand and Use Specialist will lead program and staff activities related to human resources and training for capacity building at the Ministry of Health as well as M&E activities for the Strategic Information Systems Project in Haiti. For administrative matters, such as compliance with project and company policies and procedures, your contact will be the Chief of Party.
Fonctions
During the life of the project, participate in national level meetings regarding HIS data quality, use and standards
Responsible for the production, writing of the project activity reports to be submitted on a monthly and every three months basis according to USAID reporting standards
Working closely with the MoH and USAID partners, develop the data quality standards, policies and procedures for the national health information system at central and departmental level, and review the process every third months
Develop the quality standards requirements for the database that are used within the MoH
Lead implementation of Data Quality capacity building activities, train in data quality and data standards in coordination with the Senior Capacity Building Manager and other team members
Build data quality standards for the Carte Sanitaire platform
As a senior manager, participate in other key project activities including gap analysis assessments and system requirements meetings, trainings, and lead the assessment report writing
Perform other duties as needed related to the HIS project.
Qualifications Requises
Minimum 10 years’ experience in health informatics solutions
Minimum 4 years’ experience as a senior technical advisor to health sector ministries in developing countries
Post-graduate degree in public health with a specialization in Health Information Systems Management, M&E and/or epidemiology
Expert understanding and working knowledge of DHIS 2.0.
Strong technical expertise in the management of Health Information Systems and setting up HMIS platforms/interfaces
Experience in the integration of parallel HIS / setting up of national data warehouses
Strong advocacy, communication, and presentation skills
Experience developing curricula, training modules, and manuals for pre- and in-service training in M&E / HMIS, with a particular focus on data quality assurance mechanisms
Experience strengthening of decentralized HIS structures, with particular emphasis on strengthening the capacity of district-level HIS staff to collect, process, report, and use data of high quality and validity
Experience in the implementation of data quality audits; Ability to achieve consensus among senior stakeholders
Experience managing projects for international donor organizations
Excellent written and verbal skills are required to communicate technical information to a variety of audiences; fluency in English and French required
Knowledge of the health industry is a must
