Introduction
The AVANSE project is a USAID-funded five year (3 year firm plus 2 option years) activity whose objective is to double small farmer revenues in the Northern Corridor of Haiti through investments in agricultural productivity and improved natural resource management. AVANSE’s activities are implemented by core components that are structured along the Intermediate Results (IR’s) in its work plan. These include agricultural production, natural resource management, market linkages, institutional strengthening, and infrastructure. AVANSE’s delivery structure also includes several cross-IR activities which provide the core components with services that are important to good performance and effective reporting.
AVANSE is upgrading certain functions and reorganizing selected teams into an Information Analysis and Environmental Compliance (IAEC) Unit IAEC Unit to more efficiently provide information and analytical support to all components of AVANSE.
In creating the IAEC Unit:
• The GIS, M&E and Database Management functions of AVANSE are being assigned to the IAEC Unit and fused into one Database Management & Reporting Team that will house a relational database and will also contain and manage a permanent team of field data collectors.
• AVANSE’s two economists, who both require and generate large amounts of data, are also assigned to the IAEC Unit.
• AVANSE’s Environmental Compliance Team, which is being upgraded with the addition of a Senior Project Environmental Officer, is being placed in the IAEC because of its heavy need for field data, the large amount of data that it will generate, and the highly complex analyses that it requires.
Fonctions
Coordinate and manage the activities of the Teams that are within the Unit (Economists, Data Management & Reporting Team, and Environmental Compliance Team) so that they efficiently gather and manage information from field activities and provide it in useable forms to all components and project management as needed.
Key Tasks:
• Manage the IAEC Unit. This entails 1) leading the Data Management and Reporting Team, 2) supervising the IAEC Unit’s economists, and 3) supervising the Senior Project Environmental Officer (Sr PEO).
• Design and supervise the execution of surveys.
• Ensure that the IAEC Unit efficiently provides information, data and analytical support to all components of AVANSE
• Ensure that technical activities and outputs are thoroughly documented and easily accessible for the production of reports and evaluations
• Assist the Communications Officer, Deputy Chief of Party, and the Chief of Party with the preparation of reports and analyses
• Prepare SOWs for consultants who are to work with AVANSE through the IAEC Unit
• Maintain collaborative relationships with the data management and survey units of other projects, GOH and international agencies and other stakeholders organizations that are sources of information of interest to AVANSE
• Ensure quality Database Management, M&E system and GIS services to support AVANSE activities and decision-making
• Collect, manage and disseminate technical information, field data and lessons learned from (and to) all project activities
• Ensure that information is available project staff
• Prepare and deliver presentations to stakeholders and USAID, and contribute to AVANSE reports.
Qualifications Requises
• MA/MS in social sciences, international development or related field plus 20 years of experience or PhD with at least 20 years’ experience;
• 5-7 years’ experience designing and executing or supervising surveys in Haiti;
• 5 years’ experience managing a team in Haiti.
• Knowledge of and experience with data collection and analysis; monitoring and evaluation;
• Knowledge and experience with rural development issues including land tenure, farming systems, local governance, rural economy.
• Advanced problem solving skills; must be able to think innovatively and successfully introduce new concepts;
• Excellent communications skills, initiative, and ability to work with minimal supervision
• Fluency in written and spoken French, Creole and English.
