Plan International Haiti is seeking candidates for a proposed Project Director for an anticipated US Department of Labor (USDOL) funded program that will reduce child labor and improve rights and working conditions in the North-East Department of Haiti. The Project Director will provide overall leadership and technical direction for the project; oversee project planning, implementation and management; serve as the principal liaison with the donor, the host government, and implementing partners; and ensure proper reporting, financial management and compliance. This is a full-time position based in Haiti. The position is contingent upon award of the project by the donor.


Fonctions

• Provide overall technical and managerial oversight and leadership for the project.
• Manage successful start-up and close out of the project
• Supervise field operations, administration, logistics and procurement.
• Ensure efficient management of financial resources, including the review and approval of program budgets and monitoring expenditures.
• Oversee management, delivery, and monitoring of sub-grants.
• Supervise program monitoring, evaluation, and reporting and ensure quality control and timeliness of all deliverables as required by the grant and donors.
• Fulfill all Plan internal organizational compliance obligations.
• Maintains working relationships with all project stakeholders including but not limited to the donor, Government of Haiti and partner organizations.


Qualifications Requises

• Advanced Degree in relevant field (Labor Rights, International Development, Social Sciences, etc.), PhD is an asset.
• Significant experience in project management, supervision, administration, and implementation of cooperative agreement and/or contract requirements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports), preferably in Haiti.
• Experience in a leadership role in implementing development projects related to child labor and/or child protection.
• Experience in gender transformative programming & gender analysis.
• Experience in managing USG funded programs. Previous Project Director experience highly preferred.
• Knowledge of and experience with USG and USDOL rules and regulations.
• Experience managing subgrantees and providing financial oversight to a project.
• Demonstrated ability to implement projects with rigorous timelines and deliverables and to track program quality through donor approved monitoring and evaluation systems.
• Familiarity with the Haitian labor laws and/or familiarity with the labor systems and labor challenges.
• Experience working and collaborating with diverse sets of stakeholders, such as local partners, government officials, donor representatives, and local staff.
• Ability to respond on short notice and plan and execute several activities at once.
• Ability to work under pressure, as part of a team or independently, and meet deadlines consistently.
• Proven experience hiring, training, and supervising teams.
• Proven leadership, inter-personal and cross-cultural skills, and ability to build and motivate diverse teams.
• Excellent English and French oral and written communication skills. Knowledge of Haitian Creole preferred.
• Work experience in Haiti highly preferred.
• Proficiency in Microsoft Office suite, including Word, Excel and Outlook.
