Plan International Haiti is seeking candidates for a proposed Finance and Operations Manager for an anticipated US Department of Labor (USDOL) funded program that will reduce child labor and improve rights and working conditions in the North-East Department of Haiti. The Finance and Operations Manager is responsible for overseeing project finances and administrative operations in accordance with USDOL regulations and in line with Plan’s financial and administrative management policy provisions. The Finance and Operation Manager will work with the Project Manager to prepare financial reports, manage the preparation of sound budgets, monitor project expenses, and timely preparation of donor financial reports. This is a full-time position based in the North East. The position is contingent upon award of the project by the donor


Fonctions

• Oversee overall financial management of the project, including all accounting, reporting, and control activities.
• Provide timely and reliable financial information and analysis.
• Administer all sub grants, contracts, and procurement in compliance with USDOL rules and regulations.
• Oversee sub grant financial management
• Ensure proper negotiation of the terms and conditions for sub-grants and review and analyze budget estimates consistent with USDOL grant and program requirements.
• Conduct regular review of partners’ financial reports, provide feedback on financial reports to partners and verify that project partners have appropriate internal controls in place.
• Manage overall procurement process of supplies, equipment and services; draft prior approval requests, sub-agreements, contracts, and solicitations.
• Monitor actual grant expenditures against approved donor line items and obligated amount, and develop budget modifications as needed.
• Maintain strong internal policies, processes and controls systems in order to provide timely, consistent and accurate financial and budget management.
• Supervise and lead the preparation of all financial reports to the donor.
• Oversee all documentation of project expenses, including the financial reports from the project partners.
• Undertake periodic field visits for monitoring purposes.
• Educate and train relevant project and partner staff on USDOL’s rules and regulations.
• Work closely with the Plan International USA home office and Plan Haiti Country Office staff on internal and external financial reviews and audits as required.


Qualifications Requises

• Minimum of Master’s Degree or equivalent in Business Administration, Finance or other relevant field.
• Extensive experience in financial management of large international development programs, including demonstrated record of excellence in financial management of USG projects, experience managing USDOL funded projects highly preferable.
• Extensive experience managing financial reporting from sub grantees on a donor funded project.
• Demonstrated knowledge of internal financial controls and procedures.
• Demonstrated knowledge of USG reporting requirements and management rules and regulations.
• Demonstrated ability to successfully manage projects with rigorous timelines and deliverables.
• Proficiency in Microsoft Office suite, including Word, Excel, and Outlook.
• Work experience in Caribbean. Prior experience in Haiti highly preferred
• Fluency in French and English is required.
