Purpose: In response to the January 12 earthquake in Haiti, the American Red Cross (ARC) is scaling up its support to the Haitian people in their post-earthquake recovery. The ARC Haiti Assistance Program (HAP) has been established to direct the organization’s response to the 2010 Earthquake in Haiti. HAP activities focus on integrated community recovery and preparedness interventions in Haiti, working within the Red Cross/Red Crescent network, particularly with the Haitian Red Cross (HRC) and alo through external partners.
Fonctions
The ARC Haiti Delegation is seeking for an experienced Program Officer/M&E to provide support to the Haiti HIV Prevention Program. The HIV program is co-funded by American Red Cross (ARC) and USAID/PrevSIDA. The program, focusing on HIV prevention among key Youth population, is implemented by HRC, currently in 12 sites across the country. Population Services International (PSI) is the lead agency for the USAID/PrevSIDA key populations’ consortium. The central role of this position is to support program implementation planning and tracking, as well as the monitoring and evaluation roles. Specific tasks will include participation in project implementation planning, support for quality implementation, handling all program implementation data entry, and data quality management and reporting. The position holder will also be required to support build capacity of and mentor partner HRC National and field staff, for quality program M&E through regular field visits, and training. He may be transfer to another project in future in the case of completion of PrevSida project but it will depend on the context.
Specific duties and accountabilities
1. Participate in joint ARC, HRC Programme monthly coordination and quarterly progress review and implementation planning sessions
2. Contribute to development of programme staff and Volunteer training materials or tools, and support Trainings for programme Staff and Volunteers as necessary
3. Conduct regular programme site visits to check on implementation quality and fidelity.
4. Participate in relevant M&E design workshops, baseline, end line and contribute to the development of programme M&E system
5. Work together with Project Manager, Health/HIV Delegate(s), M&E team and Project staff to develop, review and/or implement relevant monitoring tools, forms and formats for monitoring outcome and output indicators
6. Familiarize with the M&E framework, its indicators, their definitions , calculation methods and tools and forms, and guide both HRC national and field based staff to collect, compile and store data accordingly
7. Assist GIS team to collect and furnish relevant data for GIS mapping and presentation as needed
8. Be responsible for keeping track of programme Indicator Tracking Table (ITT); ensuring that all relevant output and outcome data are collected routinely (as needed) for reporting.
9. Conduct regular (monthly) programme data quality checks at HRC National offices, and periodic field-level checks, and ensure that all programme reported data are adequately verified and supported.
10. Ensure that M&E protocols and standards as developed by AMEL Unit are followed in the design, implementation, storage and maintenance of M&E system.
11. Be responsible for collecting beneficiary data reached by the project following the Beneficiary Count Guideline (to be developed later) and ensure quality, storage and maintenance of data in an appropriate manner.

13. Any other duties as required relevant to Haiti HIV programme implementation, Monitoring and Evaluation
Qualifications Requises
Requested Qualifications:
• Minimum of a University degree in Informatics Sciences, Social Science, Economics or any related field.
• At least 5 years of progressive responsibility in Health/HIV and development programming, including significant time in performing programme data management, and monitoring and evaluation functions
• Familiarity with principles and current approaches to monitoring and evaluation of Health/HIV and development programs using both quantitative and qualitative methods
• Ability to meet deadlines in multiple tasking environments;
• Knowledge of word processing, spreadsheets, data entry and analysis packages and data bases like MS Word, Excel and SPSS
• Report writing skills and ability to present programme data in simple, creative and accurate manner
• Ability to work effectively in a team-oriented environment, including working with external partner agencies
• Proficient in French, Creole and a working command of English suitable for technical field work.
• Willingness to travel extensively across the country (Haiti), to support activities across the various program sites
• Experience working with the Red Cross/Red Crescent in Haiti
