Introduction

Catholic Relief Services (CRS) is an international non-governmental organization supporting relief and development work in over 99 countries around the world. CRS programs assist persons on the basis of need, regardless of creed, ethnicity or nationality. CRS works through local church and non-church partners to implement its programs.

CRS shall implement 2 projects: the Carradeux Community Vitalization Project (CCVP) in Tabarre, Port-au-Prince, and the Caris Foundation Project in Port-au-Prince, the North East and the South. While CCVP will focus on permanent housing reconstruction, the other one will focus on providing support to communities potentially affected by HIV.

In order to reinforce the resilience and improve communities’ livelihoods both of these projects integrate a livelihoods component using the CRS’ agency-wide Saving and Internal Lending Communities (SILC) methodology, also known as MUSO Plus Program in Haiti. SILC is a savings-led model that has its roots in traditional community-based savings groups.

For the CCVP program, MUSO represents a way the community can collectively insulate itself in the event of small, sudden, and unexpected hardship costs that could potentially hinder a beneficiary household’s ability to make their regular monthly housing payment. 50 MUSO groups will be implemented in the area of intervention in the next 12 months.

For the Caris Foundation program, MUSO is an opportunity for household to access financial services, and consequently have a better access to basic service, as well as a mean to deliver health messaging and raise community awareness on health issues. 500 MUSO groups will be implemented in 2 cycles in the area of intervention in the next 32 months.

Responsibilities
As a member of the CCVP Team, the Animator MUSO is responsible for the following:

Specific Activities:
• Execute the activities of the work plan designed by the Project Officer, including health messaging activities
• Identify, target and create MUSO groups in the community following the SILC methodology
• Recruit, train, supervise and support Community Mobilizers on the implementation of SILC methodology until the graduation of MUSO groups
• Report weekly to the Project Officer
• Collect data monthly in the field

• MUSO is implemented in the targeted area with targeted beneficiaries in a timely manner and respect the SILC methodology standards
• Weekly reporting
• Monthly data collection

Qualifications Requises

• 1 years of successful and proven experience in SILC or similar methodology
• Basic knowledge on health messaging or skills to raise community awareness on sensitive issues is a plus
• Fluent in Creole and French
• Excellent interpersonal and animation skills with the community
• Knowledge of the area of intervention
• Demonstrated skills in activities implementation in a timely manner
• Demonstrated experience of reporting
• Good organizational skills and basic computer skills
• Prior experience with, and demonstrated ability in, training of community mobilizers
