Introduction

General Description of the Programme:
GOAL been in Haiti since the devastating earthquake in January 2010 and has since then developed a programme portfolio targeting affected communities and supporting resilience building at household and community level. GOAL’s programmes have so far been in both the urban and rural contexts, in Port au Prince and Gressier, respectively. While continuing its support to the housing, water and sanitation needs of vulnerable families affected by the earthquake, GOAL is transitioning to a much longer-term programming approach linking relief and recovery to development through an integrated community-led development programme approach.

With support from the European Union, GOAL has started a 30-month urban planning and development program in two targeted neighborhoods in Port au Prince affected by the 2010 earthquake. This program, funded by the European Union, is in line with GOAL’s integrated community-led model and will include urban planning, in line with CIAT methodology; infrastructure repair/construction, owner-driven home repairs, in line with the Build Back Better approach; livelihoods/Income Generation Activities as well as support community-managed DRR, for the global objective of building more resilient communities


Fonctions

General Description of the Role:
The Infrastructures and Housing Manager will be responsible for leading the implementation of all the urban development projects and housing repairs, within the framework of the urban development plan that will be designed during the first year of the programme. He is also in charge of developing strategic partnerships with relevant public bodies that are key stakeholders of the Programme (MTPTC, UCLPB, MDE…)
He works in close collaboration with the Urban Planing Manager for defining the technical feasibility of the projects identified in the Urban Plan, and is in charge of designing, planning and supervising the implementation of the public works and housing repairs interventions in a duly timetable, through the direct supervision of 5 engineers.

Specific deliverables include:
1. Technical assessment of the feasibility of the infrastructures works identified by the community through the participatory urban diagnosis; in order to give inputs for the elaboration of the Urban Masterplan of the area of intervention
2. Participatory selection and technical design of the infrastructures works for Haut-Turgeau and Debussy neighborhoods, in accordance with the MTPTC standards;
3. Development of a framework agreement with MTPTC detailing their participation in the program implementation and monitoring;
4. Liaison with all the relevant authorities to obtain the legal authorizations for the works planed;
5. Elaboration of the terms of references for a technical study for disaster mitigation works, in collaboration with GOAL DRR specialist, and ensuring that the content of the study is in line with the program expectations;
6. Design of call for tenders and selection of applicants for the infrastructural works, in accordance with GOAL procurement procedures;
7. Detailed planning and supervision of the houses repairs and reconstruction, in line with GOAL owner-driven methodology;
8. Mobilization and capacity building of the Community contracting groups, and set up of a clear and transparent system for the implementation of the small scale infrastructural works by the communities
9. Design and implementation of all the Build Back Better training activities for beneficiaries and boss-maçons planed in the program, as well as the preparation and direct supervision of the 8 Chantier-Ecoles;
10. Collaborate with the community liaison team for the set up and capacity building of the Infrastructures management committees to be created in each neighbourhood;
11. Elaboration of the weekly planning of the infrastructures and housing team and close monitoring of the activities progress and quality;
12. Regular check of the technical folders for each infrastructure and each house, to ensure that they are completed properly and compliant with the program and donor requirements;
13. Preparation of all technical reports, plans, and analyses relevant to the present programme for internal and external use;
14. Collaboration with GOAL Program support team, for informing on a regular basis the activities indicators tracker and ensuring that all the intervention are properly geo-localised.
15. Elaboration of a procurement plan with the program coordinator and the logistic team, and ensuring continuous anticipation of the procurement needs of the activities under his/her responsibility
16. other tasks and activities as requested by Programme Coordinator (EU)
17. Line manage 5 engineers and 2 community liaison assistants


Qualifications Requises

Qualifications/Person Specifications (Requirements):
1. Fluent French/Creole speaker, English is a plus
2. A relevant university degree in Civil Engineering and/or contruction
3. Minimum 5 years of experience working in civil engineering/ reconstruction works with a minimum of 2 in an INGO at a management position
4. Substantial experience managing urban development projects/programmes
5. Significative experience in delivering trainings on good construction practices; knowledge of the Build Back Better approach a plus
6. Proven mastery of cartography and Geographic Information Systems, including related design software (Adobe Illustrator, ArcGIS, etc.)
7. Knowledge of the legal framework for reconstruction and urban development in Haiti
8. Strong writing skills and ability to write quality activities progress reports
9. Proven project management skills, including budget, activity and data management
10. Willingness to adapt to basic living conditions
11. Strong analytical and strategic planning skills, creative approach to problem solving
12. Experience of liaising with other agencies and government officials.
13. Excellent communication and interpersonal skills
14. Flexibility to adapt to changing requirements.
15. Commitment to beneficiary accountability and humanitarian ethics
