Introduction

The US Agency for International Development (USAID)-funded Appui à la Valorisation du Potentiel Agricole du Nord, à la Sécurité Economique et Environnementale program (AVANSE) is a five-year, $87.8 million project designed to catalyze inclusive, sustainable economic growth in a potentially highly productive agricultural area. The program is based in Haiti’s Northern Corridor / Cap Haitien and works to increase agricultural incomes.
The AVANSE Project team is seeking a highly motivated and skilled individual with full life cycle recruitment experience to join its Human Resources team. The ideal candidate will be able to recruit individuals for the open positions on the AVANSE project, both for administrative positions as well as for technical positions, covering a wide variety of subject matter areas.


Fonctions

- In collaboration with the AVANSE operations team, and the DAI Home Office project management team, lead recruitment for multiple project openings, multi-tasking on assignments that require creative applications of knowledge to specific recruitment challenges.
- Work with the AVANSE hiring managers to develop position descriptions and scopes of work.
- Post/ advertise the position announcements, and source appropriate candidates through internal and external networks, DAI’s internal recruitment database and online electronic resources.
- Follow standardized processes to screen and select the best candidates, ensuring compliance with all DAI policies, as well as USAID and governmental regulations on employment.
- Facilitate decision-making by hiring managers in order to meet hiring deadlines.
- Help the project team adjust the project staffing plan according to project needs.
- Negotiate candidate salaries, benefits and allowances within the project budget and USAID client regulations.
- Ensure that all candidate documentation complies with USAID specifications (including verification of candidates’ salary history, educational credentials, professional references and other due diligence).
- Document the recruitment process in the TAMIS and project files, following the project policies.
- Re-write candidates’ CVs prior to submission to USAID, to address qualifications required for proposed roles, as needed.


Qualifications Requises

Minimum a bachelor’s degree in a relevant field;
- Minimum 5 years of relevant professional experience, working in international development, preferably in recruitment or project operations;
- Experience with USAID projects preferred;
- Spoken and written fluency in French and/or Creole required;
- Strong oral and written communication skills in English preferred.
- Demonstrated understanding of the Haitian context.
- Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders.
- Ability to work effectively in a team environment with only general direction.
- Ability to take responsibility for assignments and report on progress with minimal oversight.
- Ability to communicate clearly and professionally with internal clients and external candidates, both verbally and in writing.
- Excellent interpersonal and time management skills, and ability to work effectively with diverse teams and to handle many tasks simultaneously, often with inflexible deadlines.
- Knowledge of Haiti employment regulations preferred.
