Introduction

CRS is strongly committed to capturing and communicating the effectiveness of its health programs, and ensuring accountability to its beneficiaries. This is done to learn how to optimally improve our services to the most vulnerable in Haiti, and disseminate these lessons learned and best practices to stakeholders in a collective effort to overcome poverty and suffering.

Monitoring, Evaluation, Accountability and Learning (MEAL) forms a critical role in program management and is a core competency for the organization worldwide. In collaboration with health program managers, implementing partners and MEAL staff, the Health M&E Officer will be responsible for all stages of program data management, including indicator definition, development of data collection instruments, data collection and verification, data analysis, data sharing and feedback to partners. The Health M&E Officer will ensure that systems are in place to measure programs’ impact and progress, coordinate and support operational research, as well as contribute to the promotion of an accountability and learning system.


Fonctions

RESPONSIBILITIES:
The Health M&E Officer is responsible for the following:

Monitoring and Evaluation:
• Design, lead and manage participatory processes to establish systematic and realistic M&E systems for health projects
• Lead and support health program staff and partner staff in implementation of M&E activities
• Develop data collection instruments and provide high quality trainings to program staff and partners on M&E systems
• Analyze data collected on health programs and display results in reports and presentations
• Draft all M&E sections of program reports for finalization and review and effectively integrate feedback into reports
• Understand and support basic health surveillance systems within health projects
• Develop a sound, integrated and standardized M&E system for health programs, with an emphasis on knowledge and learning, following CRS Haiti MEAL strategy
• Oversee tracking of program implementation against the M&E plan
• Oversee all monitoring activities and adjust project implementation accordingly
• Ensure regular back up to avoid data losses
• Promote new information and communication technologies (ICT) for M&E as appropriate

Program Quality:
• Ensure relevance and evidence base of all aspects of program design, especially around the areas of cholera, WASH and child well-being
• Engage in dialogue with Health Head of Programs and health staff to continually strengthen program impact
• Collaborate with MEAL team to ensure high quality data collection and analysis
• Develop data collection instruments that capture the required information based on the relevant project indicators
• Determine the appropriate timeframe for implementation of project evaluations
• Support the development of relevant operations research questions
• Support the development of quality assurance (QA) and control (QC)
• Assist in the development and review of M&E sections of health project proposals
• In collaboration with the ICT4D Unit, MEAL agents and program team, support the installation and management of an evolving database that contributes to effective project implementation
• Conduct analysis of the past program-level and partner-level M&E structure and prepare recommendations for changes
• Perform Data Quality Assessments (DQAs)
• Establish system to ensure timely and accurate reporting to major public and private donors and from implementing partners/sub-recipients

Mentoring/training:
• Ensure the program's sustainability with government partners by developing capacity strengthening systems
• Provide technical assistance to health program staff on M&E (data management, data analysis and results-oriented programming, basic surveying and sampling techniques, M&E methods and principles, etc.)
• Organize and facilitate M&E trainings for CRS health staff and relevant partner staff
• Evaluate partner staff M&E capacity, and provide guidance, mentoring and capacity building
• Serve as a resource to train and mentor Country Program MEAL staff on health M&E topics

Accountability:
• Harmonize indicators across CRS and partners
• Contribute to the Country Program’s accountability system

Learning:
• Facilitate/coordinate health operations research, in collaboration with supervisors
• Ensure communication with key program staff and stakeholders on the results of the M&E activities and lessons learned
• Lead in the documentation and reporting of assessments, program data, lessons learned and best practices for dissemination to CRS staff, donors and other interested parties

Qualifications Requises

QUALIFICATIONS and SKILLS:
• Bachelor degree or higher in a directly related field, such as operations research, quantitative analysis, public health etc.; significant work experience in a directly related field will be considered in lieu of bachelor degree
• 1 or more years of public health experience required; experience supporting health systems, cholera, WASH, child wellbeing, and/or maternal, neonatal and child health preferred
• 3 or more years of relevant professional M&E experience required
• Demonstrated skills in statistical analysis (STATA, SPSS, EpiInfo, etc.)
• Strong computer skills (Word, Excel, MS Access, PowerPoint, Internet)
• Fluency in French and/or Creole required; proficiency in English, desired
• Demonstrated M&E field experience; skilled in collecting, manipulating, synthesizing and analyzing data
• Thorough familiarity with the principles and current approaches to M&E using both quantitative and qualitative methods
• Experience in facilitating the capacity building efforts of diverse colleagues, including those in local partner agencies
• Preferred personality traits include positivity, team player, proactivity, dynamism and problem-solving
• Must be detail-oriented and have a strong capacity in critical analysis, quality data analysis, planning and organization and communication, including report writing skills
• Willingness to travel to the field up to 50% of the time
