USAID’s five-year (2012–2017) Health Finance and Government project (HFG) will improve health in developing countries by expanding people’s access to health care. Led by Abt Associates, the project will work with partner countries to increase their domestic resources for health, manage those precious resources more effectively, and make wise purchasing decisions. As a result, HFG will increase the use of both primary and priority health services, including HIV/AIDS, tuberculosis, malaria, maternal & child health, and population & reproductive health services. Designed to fundamentally strengthen health systems, HFG will support countries as they navigate the economic transitions needed to achieve universal health care.


Fonctions

Abt Associates is seeking a Public Financial Management (PFM) Advisor for the Health Finance and Governance (HFG) project. The PFM Advisor will focus on strengthening financial management systems at the Ministère de la Santé Publique et de la Population (MSPP), in order to improve operational and investment budget development, submission and execution.The incumbent will be expected to address, among others, such issues as:

• Building strong linkages between ministry’s plans and budget;
• Identify and resolve bottlenecks to the flow of funds to sub-national entities;
• Reinforce the adoption of evidence-based budgeting.

The project will have a heavy focus on capacity building; as such, previous experience with mentoring and training of staff at Ministries of Health would be preferred. The Advisor will be responsible for leading the technical and coordination efforts of PFM activities in collaboration with the Ministry of Health, Haiti project office staff, other health sector stakeholders, and the Abt/Bethesda office.

Specific responsibilities include:

• Within the first 90 days of employment, agree on a first year plan of activities with the MSPP and the project’s Chief of Party (COP), subject to revisions as needed.
• In coordination with MSPP, provide ongoing technical inputs on Financial Management activities to the Ministry of Health on a full-time basis, including capacity building of Ministry of Health units responsible for those activities;
• Work closely with Haiti government counterparts in the Ministry of Health (MOH)/MSPP, as well as other ministries as necessary e.g. Ministry of Economy and Finance, and Ministry of Planning.
• Develop working relationships with donor agencies, implementing partners, and senior government officials;
• Coordinate the activities of international and local consultants working on financial management activities as they relate to the project and MSPP functions;
• Communicate and update the project’s COP on a regular basis with regard to progress with PFM activities;
• In coordination with the Finance & Administrative Manager, assure the logistical arrangements for different activities including arranging meetings, reserving venue space, coordinating meetings, as well as facilitating and implementing workshops as identified in plan of activities;
• Other tasks as needed and arranged with COP and MSPP.


Qualifications Requises

• Masters Degree in Accounting, Finance, Business Administration, Health Economics or related field;
• 6+ years of experience in strengthening public financial management systems, preferably in Ministry of Health settings;
• Solid organizational skills including provision of timely follow-up to planned and unplanned requests for support;
• Highly effective communication skills, including the ability of carrying all work functions in the French language (Haitian creole highly desirable);
• Ability to work effectively with counterparts and coordinate various actors such as different Ministry of Health units, other ministries, donors and NGOs.
• Basic proficiency in English (oral and written)
