USAID’s five-year (2012–2017) Health Finance and Government project (HFG) will improve health in developing countries by expanding people’s access to health care. Led by Abt Associates, the project will work with partner countries to increase their domestic resources for health, manage those precious resources more effectively, and make wise purchasing decisions. As a result, HFG will increase the use of both primary and priority health services, including HIV/AIDS, tuberculosis, malaria, maternal & child health, and population & reproductive health services. Designed to fundamentally strengthen health systems, HFG will support countries as they navigate the economic transitions needed to achieve universal health care.


Fonctions

Abt Associates seeks a Health Financing Specialist for the Health Financing and Governance project, a global flagship USAID project in Haiti focused on providing support to the Government of Haiti and local partners in health financing, human resources for health, and capacity-building activities. The incumbent will be embedded in the Haitian Ministry of Health (MSPP) as part of the team of the Unit of Study and Planning (UEP) and will be responsible for policy development and funding strategies taking into account national realities after a thorough assessment of the challenges of health financing to accelerate progress towards universal coverage. Specifically, the Technical Advisor will be responsible for : (i ) supporting the MSPP in all steps leading to the development of the health financing strategy; ( ii) leading the capacity building of the Ministry in health financing in order to fully control the implementation of the strategy that will be developed ; and also ( iii ) preparing the funding strategy document to support the financing needs of the national health policy.


The incumbent will, in addition to the above tasks, assume other assignments and tasks which will be defined in coordination with the Directorate of HFG and the UEP.


Qualifications Requises

--Master degree in health economics or a related field
--At least 5-7 years’ experience in the field of health economics or a related field, with particular expertise in the development of national strategy for financing the health sector
--Excellent analytical and synthesis capability
--Strong organizational skills, including timely response to requests for planned and unplanned support
--Communication skills (written and oral) , including the ability to perform all job functions in French, Creole, and English
--Experience and ability to work effectively with colleagues and other stakeholders such as senior officials of the Public Administration, donors and NGOs
--Excellent ability to work in teams
--Willingness to travel outside the metropolitan area of ​​Port au Prince
--Independent and able to work under pressure and without supervision
