USAID’s five-year (2012–2017) Health Finance and Government project (HFG) will improve health in developing countries by expanding people’s access to health care. Led by Abt Associates, the project will work with partner countries to increase their domestic resources for health, manage those precious resources more effectively, and make wise purchasing decisions. As a result, HFG will increase the use of both primary and priority health services, including HIV/AIDS, tuberculosis, malaria, maternal & child health, and population & reproductive health services. Designed to fundamentally strengthen health systems, HFG will support countries as they navigate the economic transitions needed to achieve universal health care.


Fonctions

Abt Associates is seeking a Chief of Party (COP) for the Health Financing and Governance project, a global flagship project of USAID in Haiti focused on providing support to the Government of Haiti and local partners in health financing, human resources for health, and capacity-building activities. This position is responsible for providing technical leadership, guiding senior technical staff, assuring articulation of HFG Haiti’s strategy and how it aligns with USAID Haiti’s objectives and strategy to staff, partners and USAID, aligning those individuals and others in support of the vision, representing the project and coordinating with USAID Haiti and USAID implementing partners, ensuring the responsiveness and quality of the work being completed, as well as the efficient utilization of resources and achievement of results. The COP has the final authority within the project team for decisions related to technical, management, and resource allocation as well as personnel issues in coordination with HFG’s overall management. The COP will be accountable for the successful implementation of all aspects of the project.



The COP will serve as the primary point of contact for Haiti HFG activities. He/She will:



--Provide managerial oversight to a small local staff of approximately four people with a particular focus on achievement of key tasks and project deliverables
--Supervise the Capacity-building Coordinator; Health Financing Specialist; Human Resources for Health Specialist; and Finance & Administrative Manager.
--Ensure timely implementation and reporting of activities, as well as the achievement of results and accountability to USAID Haiti (and Washington)
--Serve as the primary project liaison to the donor; ensure teamwork and collaboration within the project and with partners and stakeholder representatives to build and maintain productive relationships
--Communicate, implement, and assure adherence to HFG project policies, guidelines and values; develop staff skills and knowledge; and facilitate supervisee success and professional development whenever possible
--Work closely with U.S.-based staff to plan and implement activities
--Monitor implementation and suggest mid-course corrections
--Responsible for using Abt financial and administrative processes and systems
--Establish effective working relationships with Government of Haiti counterparts
--Represent Abt at various meetings with USAID/Haiti, other donor agencies, as well as implementing partners and senior government officials


Qualifications Requises

--Masters Degree (Minimum) preferably a Public Health generalist or equivalent degree with experience in health systems strengthening
--Understanding of human resources for health, capacity-building, and health financing initiatives with the ability and interest to learn about both streams of activities
--Minimum of 15 years of experience, including five years as a chief of party or senior program manager working in health development programs, preferably USAID-funded
--Project implementation in Francophone countries and particularly in fragile states desired
--Demonstrated management experience
--Excellent interpersonal skills
--Strong representational skills
--Experience working with senior government officials
--Familiarity with USAID and experience working on USAID-funded projects
--Fluency in French; Intermediate proficiency in English (both written and verbal)
