Haitian Red Cross in collaboration with American Red Cross is looking for his Department Human Ressources:

(1) HR Officer
Grade 8 / Level 3 / PAP

Purpose: In response to the January 12 earthquake in Haiti, the American Red Cross (ARC) is scaling up its support to the Haitian people in their post-earthquake recovery. ARC has developed an ‘Integrated Neighbourhood Reconstruction and Recovery Program - LAMIKA’ with the goal of enhancing community and household resiliency while providing safer, healthier and more secure living conditions in earthquake affected urban areas within the Carrefour-Feuilles neighbourhoods. Further, ARC is expanding its integrated programs to the Northern part of Haiti through its ‘North Community Based Integrated Program – Gran No Pi Djamn’ with the aim of increasing community resilience, building stronger communities and reducing exposure to external shocks in the targeted communities. Finally, ARC is also implementing, in collaboration with the Haitian Red Cross and other partners, the PrevSIDA project which aims to reduce the incidence of HIV among most at risk populations and in settings characterized by high risk behavior. Through these programs and activities, ARC works closely with the Haitian Red Cross (HRC) and other relevant stakeholders to provide more services to vulnerable communities and improve their safety and living conditions.


Fonctions

The objective of the position is to provide effective professional recruitment and facilitate all HR administrative needs. This position will also support the planning, coordination, monitoring, and execution of training and staff welfare and development activities.

Specific duties and accountabilities
• Calculate and prepare all final payments to departing staff.
• Process payroll in liaison with the finance department.
• Support all aspects of the recruitment and selection process of national staff in liaison with hiring managers.
• Assist management with staff welfare issues related to working conditions and team dynamics.
• Plan social activities for staff, play a significant role in the social committee and support office enhancement/beautification work.
• Maintain updated job descriptions in coordination with respective line managers.
• Maintain an effective HR database and filing system both manually and electronically while maintaining confidentiality.
• Network with HR colleagues in other organizations to share HR best practices.
• Collect and review timesheets ensuring of completeness and correctness.
• Process and track national staff leaves.
• Disseminate information and documentation related to human resources.
• Assist in the processing of all relevant documentation relating to recruitment, contract extensions, probation periods, evaluations, disciplinary actions, payroll, and separation of staff.
• Assist with the planning and conducting of HR related trainings.
• In line with individual objectives and program needs, provide and or identify learning and training resources that address the organizational needs and enhance the knowledge and skills of staff.
• Assist with the logistics of training activities, including the preparation of documentation, liaising with procurement and ensure provision of training material and venues.
• Facilitate the performance development processes, probation review process, and the establishment of staff goals and objectives.
• Clarify issues related to benefits and entitlements such as including Health Insurance, ONA, and OFATMA.
• Maintain good contacts with insurance and benefit providers in order to be up to date with their social policies.
• Conduct orientation for new staff; ensure continuous improvement of orientation programs.


Qualifications Requises




Requested Qualifications:





• Bachelor’s Degree or higher qualification in Human Resource Management, Administration, or Business Management.


• At least 6 years of professional work experience in the field of human resources and administration; with 3 years experiences in the same position.


• Knowledge and understanding of HR development practices & other issues related to HR.


• Basic understanding of local employment laws and other government statutory requirements.


• Proven ability to communicate effectively with all levels of the organization.


• Must be consultative and collaborative in approach and have proven experience in relationship building.


• Excellent verbal and written communication, presentation and organizational skills are essential.


• Able to prioritize and meet deadlines.


• Flexible and adaptable to changing working conditions.


• Experience working for the Red Cross/Red Crescent or other international humanitarian organization.


• Experience in humanitarian relief and emergency response programs.


• Willing and able to travel whenever required for work purposes.


• Speak French, Creole, and English
