Project Overview
The USAID-funded Services de Santé de Qualité pour Haiti (SSQH) Nord project is seeking a Director of Project Operations. The project focuses on quality health service delivery in four regions. The goals of the project include the improvement of the access to quality health services, the expansion and improvement of referral networks, the increased capacity of the facilities to manage healthcare outcomes and implement quality improvement methodologies and, finally, the increased capacity of the health departments to manage their staff and service delivery. The position reports to the Chief of Party. The main responsibility of the position is to support and coordinate implementation of approved project activities. Related responsibilities include linking program implementation to budget, and ensuring that all supporting procurement is carried out in a timely manner. The position is based in Cap Haitien, Haiti.

Responsibilities

• In close collaboration with the Chief of Party, coordinate workplan implementation, This includes but is not limited to quarterly and monthly detailed workplanning and workplan tracking, fostering integrated activity planning and execution and updating monthly activity reports.
• Play significant role in coordinating the development of annual work plans for submission to client
• Play significant role in coordinating the integration of project workplans with regional health directorates’ activities.
• Play significant role in drafting of the semi-annual and annual reports and coordinating inputs from staff for timely submission.
• Play significant role in subcontractor performance monitoring and reporting
• Oversee the procurement processes and ensure compliance with USAID rules and regulations and URC policy, while ensuring an efficient procurement system that effectively meets the project’s needs for goods and services;
Coordinate workplan inputs from project subcontractors


Qualifications Requises

Qualifications
• At least 10 years of experience including a minimum of 5 years of management experience in international public health programming, preferably in the USAID context, with a background in project management.
• A Master’s degree, such as Master in Public Health, Business Administration (MBA), or related subject.
• Strong competence with and experience following USAID rules and regulations and administrative, management and reporting procedures and systems;
• Demonstrated ability to manage complex public health programs
• Demonstrated skill with electronic project management software and/advanced excel
• Ability to provide coaching and mentoring to staff of varying levels of experience;
• Knowledge of and experience with team building approaches;
• Demonstrated ability to foster team work and to work as a team member.
• Ability to communicate effectively within the project’s management team and with HQ;
• Demonstrated ability to meet deadlines and commitments;
• Demonstrated attention to detail while maintaining eye on bigger picture;
• Fluency in in French (tested FSI R4/S4) and English; working knowledge of Creole is preferred; demonstrated excellent writing skills in French and English
• Strong skills in word processing and project management software
