Introduction
Project Background:
The Partnership for Supply Chain Management (PfSCM) is implementing the Supply Chain Management System (SCMS) contract for the U.S. Agency for International Development (USAID) as part of the President’s Emergency Plan for AIDS Relief. SCMS will strengthen or establish secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV and AIDS. Capacity building is an inherent part of the initiatives and activities underway in PEPFAR, including program activities in all technical areas covering care and treatment, and cross-cutting areas of health system strengthening and integrated health services, country ownership, and transition to local partners and programs.
In coordination with in-country and international partners, SCMS will assist the government of Haiti’s efforts to develop a unified supply chain. Over its project life, SCMS/Haiti will seek to strengthen, develop capacity and transition key supply chain activities to the government of Haiti and appropriate other local partners. SCMS will meanwhile ensure the provision of quality, affordable, health care products to those who need them.

Overall Responsibilities:
The Senior Technical Advisor, Health Systems Strengthening (HSS Advisor) leads SCMS activities to support development of one unified national supply chain system under the Direction de la Pharmacie, du Medicament et de la Medecine Traditionnelle (DPM/MT), and the Ministère de la Santé Publique et de la Population (MSPP) for Haiti, and to strengthen governance in pharmaceutical management, as related to supply chain management. The HSS advisor, working with the DPM/MT/MSPP and SCMS/Haiti’s program managers, will focus on capacity building, identify key activities requiring transfer to the local government/partners, and then develop and implement written transition plans to transfer these activities and key skills within a designated timeframe. The HSS Advisor will coordinate the required technical assistance and the collaboration with the MSPP, DPM and other partners, to support the transition of activities, and the development of needed skill sets.
S/he will support country ownership by identifying and advising the skills needed for local partners and promote more leadership and direct program implementation roles over time, while international partners and imbedded consultants continue to provide capacity strengthening and technical assistance to the targeted beneficiaries, ensuring continuous uninterrupted supply chain functions during the time of transition.
The HSS Advisor will play a key role in the development and implementation of strategic plans, annual work-plans, budgets, monitoring and evaluation processes and systems, and PEPFAR reporting requirements for the project. In addition, the HSS Advisor is the member of the SCMS/Haiti senior management team responsible for coordinating all HSS work with other MSH projects and external stakeholders working in supply chain and public health in Haiti, capitalizing on synergies and avoiding redundancies. The HSS advisor supervises the technical capacity building team, and is the liaison for the seconded personnel at the DPM. .
Specific responsibilities:
1. In coordination with the Country Project Director and Deputy Project Director, the HSS advisor will develop a high level strategic framework for capacity building within the SCMS project This framework will be a conceptual guide to support the SCMS Haiti technical working groups to plan and implement an integrated, systematic approach towards promotion of country ownership with eventual transition of supply chain activities to the Direction de la Pharmacie, du Medicament et de la Medecine Traditionnelle (DPM/MT)
2. Working closely with the DPM/MT, the HSS advisor will define a strategic transition plan by identifying, the appropriate supply chain activities for transferal and ensuring the appropriate counterparts, and prioritizing the implementation steps. This activity will be done in close conjunction with the SCMS senior management team.
3. Working with the DPM counterparts and the SCMS senior managers, the HSS advisor will coordinate and ensure the development of operational SOPs certifications related to supply chain at the national level.
4. Promote and coordinate the overall vision and more strategic, systematic, and measurable approaches to capacity building at all levels within the SCMS Haiti program and externally to Haiti government, and other partners such as Global Fund and PEPFAR collaborating network partners.
5. Represent SCMS at relevant technical meetings with other cooperating agencies, collaborating partners, senior government officials and/or donor agencies, and other MSH projects. Participate in various working groups, as required. Ensure throughout this process that SCMS is encouraging and promoting strategic use of US government resources to develop capacity in the context of overall national strategic plans for HIV supply chain management,
6. Work closely with the Deputy Country Director to develop and monitor appropriate budgets to support technical activities;
7. Participate in quarterly performance monitoring plan meetings to review progress on SCMS indicators, and to determine improvement plans
8. Identify needs and requirements for technical assistance. Develop scopes of work and work with short-term consultants to maximize impact of short-term assignments
9. Act as SCMS’ liaison and point of contact for the embedded personnel at the Department of Pharmacy, ensuring that contractual requirements and deliverables are being met

Qualification Requirements
1. Post graduate qualifications in public health, health management, international development or a related area.
2. Significant experience working in the health sector in resource poor settings (at least 5 years) including an understanding and experience of broader “health systems” policy, health systems strengthening, and planning and reform issues such as health financing and health workforce issues. A background in HIV supply chain would be a plus.
3. Demonstrated expertise in impact and process evaluations of health system interventions or health development activities.
4. Ability to provide effective, high quality policy and technical input to program design/management, program quality and performance assessment processes.
5. Strong analytical skills, sound judgment and the capacity to think strategically, including ability to produce high quality policy materials and advice for development implementation.
6. Strong representational and interpersonal skills, including a demonstrated ability to engage at a senior government level, establish and maintain networks, provide advice and communicate effectively on sensitive issues with a culturally and professionally diverse range of stakeholders.
7. The ability to work effectively as part of a global organization and as a team.
8. Proficiency in common computer packages (e.g., Word, Excel) relevant to the work.
9. Experience in working with USAID-funded projects is desirable
10. Ability to travel up to 25% in-country to support technical activities.
11. Excellent written and verbal communication skills in English and French. Haitian Creole would be a strong asset.
