Introduction

J/P Haitian Relief Organization (J/P HRO) evolved as an organization since its inception in January 2010, transitioning from an emergency to a development context. Hence, the need for J/P HRO’s structure to adapt accordingly in order to support new monitoring and reporting needs, as well as efficiency imperatives. J/P HRO is seeking for: One (1) Financial Analyst based in its office in Port-au-Prince, Haiti.

Summary:

This position has oversight over some of the projects led by the Program and Project Managers and works closely with these Managers on budgeting, the preparation of the registration of invoices and receipts pertaining to these projects, and the monthly follow-up between the Finance Team and the Program and project managers.
The Financial Analyst will work closely with a number of people in both Program Support and Program positions. S/He directly supervises one or two accountants and also acts as Finance manager when the Finance Manager is on leave/absent, etc… The Financial Analyst works closely with the Finance Manager in order to improve the quality of the work provided by Finance Department.


Fonctions

Under the supervision of the Finance Manager the responsibilities of the Financial Analyst are as followed:

Acting Finance Manager

• General responsibilities in connection with the position
• Fist level of quality control in bookkeeping and specific donor reporting
• Assist the Finance Manager in implementing policies and procedures.
• Assist the Finance Manager with monthly balance sheet account reconciliations.
• Assist Finance Manager in audit follow-up and recommendations.
• Supervise Accountant I AND III

Financial support for certain programs including

• Preparation and prime control of donor reports
• Follow-up of budget
• Supervision of on-site staff in financial matters
• Assistance to Heads of Program Departments in interpretation and follow-up of monthly departmental and donor reports from the Finance Office
• Supervision and control of all contractual and donor-related documents

Program support for the Program Team:

• Assisting program and project managers with preparation of expenses for registration in QuickBooks
• Assist program managers with investigations regarding their monthly budget v actual reports
• Assist program managers with preparation of cash flow data
• Assist program managers with donor reports


Qualifications Requises

• A Bachelors (Europe) or Masters (US) degree in Finance or Accounting (Preferable)
• At least 5 years of experience in accounting, of which at least 2 are in a position of responsibility
• Strong analytic and quantitative skills
• Significant experience in budgetary analysis
• Ability to be detailed when necessary, but to rise to the bigger picture when this is necessary
• Experience working in working in a stressful environment (desirable)
• Ability to communicate financial data to non-financial colleagues
• Recognized accounting qualification (desirable)
• Familiarity with the Haitian context (desirable)
• Fluency in French and English (required)
• Fluency in Creole (desirable)
