JOB PURPOSE: To coach, coordinate, lead and manage a pluri-disciplinary team towards improved Haitian population resilience.
Post-holder reports to: Country Director
Staff reporting to this post: All Project Managers and their Project staff for projects under the West Program Implementation Plan (PIP)
BUDGET RESPONSIBILITY: TBC
DIMENSIONS:
• To contribute to positioning Oxfam as a lead agency in a context of a priority number one resilient country (Resilience UN Champion) through the shaping and implementation of the PIP West
• To contribute to building one Oxfam programme with all affiliates embedding the technical expertise of various Sectors including: Protection, Disaster Risk Reduction Manager (DDRM), Urban, Food Security and Livelihood, (FSL), WASH, Active Citizenship and Gender, (MEAL-Q) Monitoring Evaluation and Learning Quality in the definition and implementation of the PIP
• Wide span of management control (number of people, size of budgets, complexity of projects or other resources).
• High degree of complexity in the analysis and problem solving required due to the nature of the programme or area of activity.
BACKGROUND:
Haiti is a country facing various challenges and qualifying as a fragile state, highly corrupted, priority number one for Oxfam institutionally, Resilient priority number one for the UN Champions etc.

Still dealing with some stigmas from the earthquake (mainly displacement), the country needs innovative and well integrated approaches to deal with several of its main risks, natural hazards, political hazards and political interferences from important donors and countries.

The Oxfam operational framework is set for 5 years (2013-17), a one programme approach methodology needs to be the essence of the ways of operating, ensuring integration of all sectors, addressing pressing needs to relate to the private sector and ultimately to showcase a pragmatic, coherent and affordable resilience programme.

Resilience
Oxfam defines resilience as the ability of women, men and children to realise their rights and improve their wellbeing despite shocks. Efforts to build the resilience of the most vulnerable and marginalised people to multiple, interlocking stresses, shocks and uncertainty - ranging from political and economic exclusion, through to specific risks from disasters, conflict/fragility, climate change and subsequent food price volatility, as well as uncertainty and unpredictability - have the potential to play a critical role in the reduction of poverty and suffering and the promotion of social justice.

KEY RESPONSIBILITIES:
Responsibility 1: Towards Oxfam GB (Country/Region/Oxford/other regions)
Human Resources: Coordinate activities linked with Human Resources and the overall management of the PIP West. Ensuring the program implementation is also in alignment with the Haiti HR strategy and the overall regional objectives.
Programme Quality and Fund Development: Work with the team on: program strategy and development processes (proposal development), taking an active role in Fundraising, support in donor contract cycle management, ensuring the quality of the programme through championing Monitoring and Evaluation processes, reporting to donors. Participate in the development of a fund strategy in line with Haiti West program for the next 5 years.
Managing Sector Managers: Provide leadership to the specific sectors with respect to the design and delivery of the PIP West objectives. Participate in the objectives and performance reviews of SMs in coordination with the other Program Managers through monthly meetings with each Sector Manager.
Program Administration: Ensure that all projects related to the PIP West, as well as the PIP itself are compliant with Oxfam internal systems requirement and policies by thoroughly inputting data on PeopleSoft and HELIOS systems.
Partnership management: Oxfam Haiti has established its implementation strategy as one where project implementation is manly done through local partners. The job holder will be responsible for managing relationships with partners and actively participate and contribute to strategies for reinforcing their capacity, specifically through Oxfam’s three years partnership plan.
Program strategy: Actively participate in the animation of the “Comité de Pilotage” to provide strategic steers and directions to the SMs, ensure program coherence and alignment with Oxfam strategic positioning in Haiti and ensure overall program quality with respect to budget management and impact of the program.
Business Support Manager: Liaise with the Business Support Management team (Finance, Logistics, IT) to resolve problems related to the effective functioning of the program.
Disaster Risk Management: Ensure with Disaster Risk Manager a strategic approach (short term and long term) to the PIP West development, building upon country objectives and priorities including the link between humanitarian responses and the reconstruction and development programme.
Health and Safety & Security Officer: Work with post holder on Health & Safety matters and their implementation as risk assessments to address from program side.

Responsibility 2: towards the Single Management Structure (SMS)
Coordination with 4 affiliates: Collaborate with all 4 affiliates on program development and PIP management in the West Department to ensure and foster synergies and avoid duplication. Actively contribute in the harmonization of programs. Coordinate with all affiliates on donor meetings and approaches according to clarified structures.
Country joint strategy: Actively contribute to updating and fine tuning the Joint Country Analysis Strategy (JCAS) documents
Harmonization of ways of operating: As a member of the Country Management Team, contribute to the overall development of longer term strategy and management of the program for Oxfam in Haiti.

Qualifications Requises

SKILLS AND COMPETENCE:

Essential
1. First degree or equivalent in a relevant discipline (preferably economics, politics, sociology, humanities) or substantial experience in the sector
2. High notion of accountability and commitment to change
3. Experience in development, knowledge of humanitarian and advocacy issues and an understanding of relevant issues including the differential effect of poverty and conflict on men and women
4. Proven analytical and strategic planning skills.
5. A proven record of effective management of people and resources, including planning and organisational skills.
6. Strong experience in Programme management and private sector related issues;
7. Strong representational skills and experience of bringing about demonstrable change through external networking.
8. Excellent diplomacy, tact and negotiation skills, and good interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities.
9. Ability to effectively influence and liaise with high profile stakeholders, local authorities on behalf and in line with Oxfam’s organisational beliefs.
10. Proven evidence of leadership skills including challenging, motivating and developing a team through periods of change.
11. Able to work as a team with others within the Oxfam Program approach
12. Ability to work with minimal supervision
13. Conflict resolution skills
14. Consistently approaches work with energy and a positive, constructive attitude
15. Strong understanding and experience of integrating gender and diversity into programming
16. Training and facilitation experience.
17. Demonstrable commitment to quality programming, including, for example, experience of working with monitoring and evaluation systems, mainstreaming of gender and HIV work, development of partnerships, accountability mechanisms to beneficiaries.
18. Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
19. Fluency in spoken and written French and English. Knowledge of Creole is an advantage
20. Ability to work and support staff in insecure environments.
Desirable
1. Knowledge of Haiti (or program area) in terms of its political, economic and social trends plus a good understanding of the key development and humanitarian issues.
2. Sympathy with the aims and objectives of Oxfam
3. Team player, able to lead, coach and motivate a multi-talented team and able to work independently and with self-motivation
4. Strong knowledge of the LAC region, inequality, public policies issues, strategic thinking etc .
